I am pleased to transmit the Fifty-Fourth
Annual Report of the Division of Local Government
Services
In accordance with New Jersey Statute, the
report includes comparative financial statistics
of all municipalities and counties in the State.
The statistics are tabulated to highlight the
cost of government, the cost of principal
services, the amount of debt incurred and other
pertinent data.
FOREWORD
This report, the Fifty-fourth in a series which has been published consecutively since 1938,
closely parallels all preceding annual reports.
Beginning in 1991, some municipalities changed their operating year to a State Fiscal year.
(These municipalities are highlighted in this Report with a shaded page.) For these
municipalities, the information contained within the body of this Report reflects 1992 (July 1991
- June 1992) budgeted appropriations. Data regarding the Transition year (January 1991 - June
1991) for these municipalities are located in a separate section after the main body of this
document.
Information pertinent to the form of government and the number of members on the governing
body is exhibited on each local unit page. Definitional information relative to statutory forms
of government appears towards the end of the report. Similarly, a tabulation is provided listing
the different types of governmental forms by county units.
As in prior years, care has been taken to preserve the comparability of data and to present,
in convenient form, current financial and other statistics of the 588 local units of New Jersey
government without diminishing the value of these reports as a historical series. The
availability of current statistics of local finance has been of increasingly significant value to
federal, state and local government officials, research groups, students of local finance, and
investors in municipal and school bond markets.
The financial statistics contained in this report have been assembled from financial
statements prepared by the chief financial officer of the local unit. Computer checks applied to
this data and our studies conclude that these statements are adequate for reporting purposes.
In addition to the municipal and county financial data, there are a number of special tables
comparing revenues and expenditures, debt trends and equalized tax rates over the current decade.
Also, tables listing each unit in descending population order and another describing municipally
operated utilities are provided.
A glossary providing essential information for the proper use of specific data is presented at
the end of the report to assist those who may be unfamiliar with municipal finance and its
terminology.
