ORDER :
In the reference 2nd read above , orders have been issued approving the
estimated vacancies of Special Grade Deputy Collectors for the panels from 2013-2014
(f rom 02.06.2014 ) to 2018-2019 .
2 . In the reference 3'd read above , orders have been issued accorded exemption of
the proviso prescribed in G.O.Ms.No.549 ., Revenue (S er -1) Department dated
01.08.2001 in favour of the Deputy Collectors , ,w ho have not been posted and worked
as Special Deputy Collector (l and Acquisition ), so as to become eligible for promotion as
Special Grade Deputy Collector for the panel years from 2013-2014 (f rom 02.06.2014 ) to
2019-2020 & 2020-2021 and also accorded permission to prepare year wise regular
panels of Special Grade Deputy Collectors for the panel year from 2013-2014 (F rom
02.06.2014 ) to 2019-2020 against substantive vacancies only .
3 . In the reference 4th read above ,t he Chief Commissioner of Land Administration ,
A.P. ,V ijayawada has furnished the proposals of preparation of year wise regular panels
of Deputy Collectors for promotion to the post of Special Grade Deputy Collectors for
panel years from 2013-2014 (f rom 02.06.2014 i.e. 1, after bifurcation of Andhra Pradesh
State ) to 2018-2019 only ,a s the seniority list of Deputy Collector is exhausted .
4 . In the reference 5th read above 1, n ecessary proposals for preparation of year wise
regular panels of Deputy Collectors for promotion to the post of Special Grade Deputy
Collectors for panel years from 2013-2014 (f rom 02.06.2014 ) to 2018-2019 have sent to
General Administration (S er.D ) Department for placing before the Empower Committee /
DPC . Accordingly , General Administration (S er.D ) Department have placed before the
Empowered Committee on 11.11.2021 and furnished the Recommendations of the
Empowered Committee Meeting vide reference 6th read above . The empower
committee , after going through the entire record and after deliberations of the whole
issue noted that earlier a similar exercise has been done by the Government in respect
of preparation of year wise panels for promotion to the post of EE , SE , CE in W.R
Department based on the orders of the Hon'ble Supreme Court of India . The Committee
feels that same procedure may be adopted in this case also and as such there may be
no necessity to relax Rule -6 of the A.P. State and Subordinate Service Rules for
preparation of year wise panels and recommend to place the proposal before the DPC .
The Committee has directed to this department to furnish all the relevant material to the
General Administration Department for preparation of year -w ise notional panels of
Deputy Collectors for promotion to the category of Special Grade Deputy Collectors for
the years from 2013-2014 (f rom 02.06.2014 ) to 2018-2019 ,d uly following all the relevant
rules with respect to vacancies ,a dequacy ,r ule of reservations etc.
5 . Accordingly , necessary proposals for preparation of year wise notional (r egular )
panels of Deputy Collectors for promotion to the post of Special Grade Deputy Collectors
for panel years from 1992-93 to 2013-2014 (u p to 01.06.2014 , i.e. >, till bifurcation of
Andhra Pradesh State ) along with relevant material and relevant rules with respect to
vacancies , adequacy , rule of reservation etc. , have been sent to General Administration
(S er.D ) Department for placing before the DPC (S creening Committee ) vide reference
7th read above .
6 . In the reference gth read above ,t he General Administration (S er.D ) Department ,
have informed that the Screening Committee meeting for preparation of year wise
panels of Deputy Collectors , Revenue Department for promotion to the post of Special
Grade Deputy Collectors , Revenue Department for the panel years from 2013-2014
(f rom 02.06.2014 ) to 2018-2019 has been held at 3:00 PM on 29.11.2021 and furnished
the copies of the Proceedings of the meeting of the Screening Committee held on
29.11.2021 for the year wise panel from 2013-2014 (f rom 02.06.2014 ) to 2018-2019 with
a request to furnish copies of the orders issued based on the recommendation of the
Committee to the General Administration (S er.D ) Department for information and record .

7 . The Screening Committee ,w hich met on 29.11.2021 ,h as recommended that the
following names of Deputy Collectors be included in the panel of Deputy Collectors for
notional promotion to the post of Special Grade Deputy Collectors under Andhra
Pradesh Civil Services (E xecutive Branc ) Rules ,1 992 for the year wise (R egular ) panels
from 2013-2014 (f rom 02.06.2014 ) to 2018-2019 :

No vacancies have been arose in the cadre of Special Grade Deputy Collectors for the
panel year 2013-2014 (F rom 02.06.2014 ) and 2014-2015 due to enhancement of the
superannuation age from 58 to 60 years with effect from 02.06.2014 and excess (1 6 )
Special Grade Deputy Collectors allotted to Andhra Pradesh due to bifurcation State of
Andhra Pradesh , they were adjusted against the vacancies of Special Grade Deputy
Collectors arose in the panel years 2015-2016 (7 - p ersons ) 2016-2017 (7 - p ersons ) and
2017-2018 (2 - p ersons ).

8 . Government , after careful examination hereby accept the above
recommendations of the Screening Committee and approve the said names of Deputy
Collector for notional promotion to the category of Special Grade Deputy Collector for
the respective year wise notional (R egular ) panel years from 2013-2014 (f rom
02.06.2014 ) to 2018-2019 .
9 . The inclusion of the above individuals in the year wise notional (R egular ) panels
is subject to the outcome of OAS W/P s /R Ps /C AS /S LPs etc. , if any pending before
Tribunal /C ourts etc ...
10 . The Special Chief Secretary and Chief Commissioner of Land Administration ,
Andhra Pradesh , Vijayawada shall take further necessary action accordingly in the
matter .
