MEMORANDUM OF CHARGE RELATING TO SRI B.KEDARNATH, PC 2589 OF
KALYANDURG TOWN PS (NOW UNDER DESERTION) IN ANANTHAPURAMU
DISTRICT.
MEMORANDUM OF CHARGE
C.No. 13/A6/PR/2015,- Sri B.Kedarnath, PC 2589, of Kalyandurg Town PS (now under
desertion) - Departmental proceedings under Rule 20 of the Andhra Pradesh Civil Services
(Classification, Control & Appeal) Rules, 1991, Articles of charges - Issued.
It is proposed to hold an inquiry against Sri B.Kedarnath, PC 2589, of Kalyandurg
Town PS (now under desertion). Under rule 20 of the APCS of the APCS (CC&A) Rules, 1991.
The substance of the imputations of misconduct or mis-behaviour in respect of which
the inquiry is proposed to be held is setout in the enclosed statement of articles of charges
(Annexure-1). A list of documents by which, and a list of the witnesses by whom, the articles of
charges are proposed to be sustained are also enclosed (Annexure-II and III).
Sri B.Kedarnath, PC 2589, of Kalyandurg Town PS (now under desertion) is directed
to submit with in 10 working days of the receipt of this order, a written statement of his defense.
Sri B.Kedarnath, PC 2589, of Kalyandurg Town PS (now under desertion) is informed
that an inquiry will be held only in respect of those articles of charges are not admitted. He
should, therefore, specifically admit or deny each article of charge.
Sri B.Kedarnath, PC 2589, of Kalyandurg Town PS (now under desertion) is further
informed that if he does not submit his written statement of defense on or before the date
specified in Para 3 above further action will be processed based on the material available.

Attention of Sri B.Kedarnath, PC 2589, of Kalyandurg Town PS (now under desertion)
is invited to rule 24 of the Andhra Pradesh Civil services (Conduct) Rules, 1964 (under) which no
Government servant shall bring or attempt to bring any Political or outside influence to bear upon
any superior authority to further his interest in respect of matters pertaining to his service
under Government. If any representation is received on his behalf from another person
in respect of any matter dealt with in these proceedings.
It will be presumed that Sri B.Kedarnath, PC 2589, of Kalyandurg Town PS (now
under desertion) is aware of such a representation and that it has been made at his instance
and action will be taken against him for violation of rule 24 of the Andhra Pradesh Civil Services
(Conduct) Rules, 1964.
ANNEXURE-I
STATEMENT OF ARTICLE OF CHARGE AGAINST SRI B. KEDARNATH, PC 2589 OF
KALYANDURG TOWN PS (NOW UNDER DESERTION)
“Exhibited gross neglect of duty and absented himself without leave or
permission for over 21 days w.e.f 16-07-2014 as he has completed the desertion period
of 21 days by 05-08-2014 and committed the offence of desertion. Thereby he was
declared as deserter w.e.f 16-07-2014 vide C.No.518/ A8/2013 in D.O.No. 2144/2014,
dt. 13-12-2014 for violation of APPM order No.184.”
BASIS OF THE CHARGE :
Sri B.Kedarnath, PC 2589 of Kalyandurg Town PS has absented from his duties
unauthorisedly without leave or permission from the superior officers w.e.f 16-07-2014 and
continued to be absent from duty. Thus he has completed the desertion period of 21 days
by 05-08-2014 and thereby committed the offence of desertion. He was declared as deserter
with effect from 16-07-2014 in (C.NO.518/A8/2013 in D.O.No.2144/2014, dt.13-12-2014)
for violation of APPM Order No. 184.
By the above acts, he has exhibited gross misconduct by absenting from duties and there
by violated Rule (3) of APCS (conduct) Rules, 1964.
Hence the charge.
