Withhealthcarecostsescalatingata rapidrate, itislikelythat healthcareissueswillremaininthepublicpolicyspotlightforsometime. TheHealthCare FinancingAdministration (HCFA) iscurrentlychargedwiththe majorfederalresponsibilityforadministeringfederalandfederallyassistedhealthcare financingprograms. Itwillhaveacontinuingandmajorroleinseeingthatsuchprograms arecarriedouteffectivelyandefficientlyandthatthecareprovidedmeetsacceptable standardsofquality. Inmandatingthatthisstudybeconducted,Congressrecognizedthat howwelltheseprogramsarecarriedoutwilldependinlargemeasureonthequalityand performanceofHCFAstaff. TheAcademywasaskedtoevaluatethemanagementofhumanresourcesatHCFA. TheAcademypanel,madeupofindividualswithhighlyrelevantexpertise, foundoverall that HCFA isdoing reasonably well the tasks it now hasbefore it. The panel notes, however,thatimportantchangesareneededinHCFA'shumanresourcesmanagement to preparetheagencyfortheincreasinglycomplextasksitwillfaceintheyearstocome.
