Acknowledgments
One might think that researching and writing a book in Rome, Paris, and
London would be all bucatini all’amatriciana and croissants aux amandes.
In fact, it entailed bearing some rather imposing burdens on both sides of
the Atlantic. I am very fortunate to have friends, family, and colleagues who
shared those burdens—and the occasional plate of bucatini—with me.
I owe a great many of the interviews I conducted to personal connections,
so I offer sincere thanks to the friends and colleagues who helped in that
regard. I am especially grateful to Charlie Kupchan, who was at the center
of the web of personal connections that made the book possible. Roberto
Menotti put me in touch with an extraordinary number of people in Rome,
Paris, and London. Raffaello Matarazzo was of tremendous help in Rome,

their government’s decisions regarding Kosovo, Afghanistan, and Iraq. I am
