470.1 PURPOSE AND SCOPE
“The purpose ofthis policy Is 1o provide guidance forthe capture, storage and use of digital data

The poli of the Sausalio Police Deparment isto utlize ALPR technology to capture and store
tigitalicense plate data and images wile r2cognizing the astaalished arivacy rights ofthe public.
Al data and images gatharod by the ALPR are forthe official use of this department. Bacause

470.3 ADMINISTRATION
‘The ALPR technology, alze known as License Plate Racagniten (LPR, allows for the automated
detection of conse plates. I is used hy the Sausalito Polos Deparment 1a convert data
associated with vehicle license plates for oficial law enforeament purposes, luding identifying
siolen or wertod vehicles, stolen Irense plates and missing persons. t may alsa be used lo
tgather information related to active warrants, homeland secur, elacttonic surveillance, suspect
interdiction anc stolen property racavery.
Allinstalation and minlenanca of Al PR equipment, as well as ALPR dala retention and access,
shall be managed by the Support Seve Division Commander. The Susport Sevices Division

470.31 ALPR ADMINISTRATOR
The Support Sevices Division Commander shall be reseansible for developing guidelines and
procedures to comply with tho requirements of Civil Code § 1798,90.5 et seq, This includes, but
is no limited to (Civil Code § 1798.90.51; Civil Code § 1798.90.53):

4704 OPERATIONS
Uso of an ALPR is restricted to the purpases outlined below. Department mambens shal nol use,
or allow others to use the equipment or database ‘ecords tor any unauthorized purpose (Chl
Code § 1798.90.51; Civil Code § 1798.89.53).

(©) An ALPR may be usec in canjunctisn with any voutire patrol operation or eriinal
investigation, Reasonable suspicion or probable cause fs nol required before using
an ALPR,
(c) While an ALPR may bs used to canvass license plates ground any crime scone,
particular consideration should be given to using ALPR-equipped cars fo canvass
areas around homicides, shootings and other "ajar incidents, Partal conse plates
raparied during major crimes should be entered inte the ALPR systar in a allempt
to identify suspect ohicies.

470.5 DATA COLLECTION AND RETENTION
