Recommendation(s):

1. That Council receive Report DS-2016-0054 prepared by the Planning
Division dated August 10, 2016 respecting an application to amend Zoning
By-law No. 500 submitted by John Darragh and Hayley Homes Construction
Ltd. for the lands legally described as Lot 5, Part Block 58, Plan 69, and
more specifically Parts 1 and 2, Reference Plan 65R-35584.

2. That in the event no public or Council concerns are raised at the public
meeting warranting investigation and a further meeting, Staff recommend
the following:

I) That Council approve the application submitted by John Darragh and
Hayley Homes Construction Ltd. to amend Zoning By-law No. 500 to
rezone lands legally described as Lot 5, Part Block 58, Plan 69, and
more specifically Parts 1 and 2, Reference Plan 65R-35584, from Low
Density Urban Residential (R1) to Low Density Urban Residential
(R2);

II) That Staff bring forward the amending By-law for Council’s
consideration and passing in the near future;

III) That pursuant to Section 34(17) of the Planning Act, in the event
minor revisions are necessary respecting the proposed amending
Zoning By-law, further notice shall not be required; and,

IV) That 5.26 persons equivalent of servicing allocation from the Minor
Infill – Residential Category 3(B) – lands inside the built boundary, be
transferred to the subject lands to facilitate the proposed
development.

Or alternatively,

3. That in the event concerns are raised by the public or Council which require
further investigation, Staff recommend the following:

assessment of the public and Council’s comments.

II) That Staff provide written notice of the next public meeting, a

of Council’s decision regarding the approval or refusal of the

respecting approval of Cooke’s Cemetery Board By-Law Number
CCB-2016-0001 (a by-law to establish rules and regulations for the
Corporation of the Town of Georgina, Cooke’s Cemetery Board).

2. That Council approve By-law Number 2016-0067, giving effect to the
Cooke’s Cemetery By-law Number CCB-2016-0001 to provide for the
effective regulation of Cooke’s Cemetery.

2. That Council provide direction regarding the options presented in this
Report respecting the heritage designation of the Saint James Parish
Hall, 35 River Street, Sutton.

Recommendation(s):

1 That Council receive Report No. DAS-2016-0042 prepared by the
Administrative Services Department dated August 10, 2016
respecting 2017 Budget Strategy and Schedule.

2 That staff prepare the proposed 2017 business plans and budgets
with a continued focus on maintaining current service levels and
capital infrastructure, planning for current and future initiatives, with
a view to maintaining reasonable and stable property tax rates.

3 That Council provide direction to staff with respect to any property
tax levy implications and any specific new initiatives and projects
deemed to be a priority of Council for consideration in the 2017
business plans and budget.

Planning Division dated August 10, 2016 regarding options to amend
the zoning regulations regarding private open storage of leisure
vehicles.

2. That staff be directed to prepare a draft Zoning By-law Amendment
based on the Two-Part Option set out in Table 6 of Report No. DS-
2016-0061 and, pursuant to the Planning Act, give notice of a public
meeting to be held in the Fall of 2016 to seek public comment;

3. That Council provide direction to staff on the preferred
approach/option to be taken, and whether or not to proceed further
with a draft Zoning By-law Amendment for consideration at a future
public meeting.

Fish Hut Operators – Award of Contract.

2. That Council award Request for Proposal RC2016-047 to Hank’s Fish
Hut Rentals – Bonnie Park, Steve’s Fish Huts – Holmes Point Park and
Dave’s Fish Hut Rentals – Virginia Beach Wharf.

3. That Council authorize Mayor and Clerk to enter into a Licence
Agreement with Hank’s Fish Hut Rentals – Bonnie Park for a two year
period (December 1, 2016 – March 31, 2018) with the option to renew
for a third year ending March 31, 2019 subject to such minor revisions
as may be required by the Town solicitor.

4. That Council authorize Mayor and Clerk to enter into a Licence
Agreement with Steve’s Fish Huts – Holmes Point Park for a two year
period (December 1, 2016 – March 31, 2018) with the option to renew
for a third year ending March 31, 2019 subject to such minor revisions
as may be required by the Town solicitor.

5. That Council authorize Mayor and Clerk to enter into a Licence
Agreement with Dave’s Fish Hut Rentals – Virginia Beach Wharf for a
two year period (December 1, 2016 – March 31, 2018) with the option
to renew for a third year ending March 31, 2019 subject to such minor
revisions as may be required by the Town solicitor.

Report No. RC-2016-0025

Recommendation(s):

1. That Council receive Report No. RC-2016-0025, prepared by the
Recreation and Culture Department dated August 10, 2016, respecting
Ontario’s 150th Anniversary Funding Programs.

2. That Council authorize staff to submit a funding application to the
Ontario150 Community Celebration Program requesting up to a

maximum of $70,000 to purchase a mobile stage and enhance 2017
Canada Day celebrations as outlined in this report.

3. That Council authorize staff to submit a funding application to the
Ontario150 Partnership Program requesting up to a maximum of
$100,000 to develop a Digital Media Space and Young Entrepreneurs
Business Incubator/Accelerator Space in The Link as outlined in this
report.

4. That Council authorize staff to submit a funding application to the
Ontario150 Community Capital Program requesting up to a maximum
of $500,000 for renovations to The Link parking and Phases 2 and 3 as
outlined in this report.

5. That Council authorize staff to submit a funding application to the
Ontario150 Community Capital Program requesting up to $500,000 for
renovations to Jackson’s Point Parkette as outlined in this report.
