About the Special Issue Editors
Weixin Yang received his Ph.D. in Economics in 2006. He is currently teaching at University
of Shanghai for Science and Technology, and the Development Institute of Fudan University.
Hehaspublishedover100papers, bookchapters, andconferenceproceedings. Heisalsoinvited
as a reviewer and academic editor of well-known journals. His main research interests include
developmenteconomics,gametheory,resourceandenvironmentalmanagementandpolicyanalysis.
GuanghuiYuanreceivedhisPh.D.degreefromShanghaiUniversityofFinanceandEconomics.Heis
currentlyteachingatShanghaiUniversityofFinanceandEconomics. Hehaspublishedmorethan
50researchpapers.Hismainresearchinterestsincludesystemmodeling,informationeconomy,data
mining,andalgorithmdesign.

Preface to ”Air Quality Assessment Standards and
Sustainable Development in Developing Countries”
Air pollution is a critical challenge faced by the world, especially in developing countries.
Duringtherapideconomicgrowthandremarkablepaceofindustrializationoftypicaldeveloping
countries, such as China and India, massive amounts of fossil fuels, including coal, petroleum,
and natural gas, have been consumed. In addition to the usual pollution from fossil fuels and
sandstorm,fineatmosphericpollutants(suchasPM2.5,PM10,andO3)continuetoemergeandare
compoundedtocreatenewhazards.Airpollutionnotonlyaffectsthepublichealthandqualityoflife
indevelopingcountries,butalsoposesathreattothesustainabledevelopmentoftheireconomiesand
societies. Quickandefficientcontrolofairpollutionindevelopingcountrieshasbecomeacommon
concerninacademia.
Inordertoscientificallymeasureandimproveairquality,theU.S.establishedtheEnvironmental
ProtectionAgency(EPA)inthe1970sandpublishedthefirstPollutionStandardsIndex. In1999,
theEPAaddedthemeasurementofdailyaveragePM2.5concentrationintotheirPSIandthereby
formedanindependentAirQualityIndex(AQI).Afterthat,majordevelopedcountriesconstructed
their own air quality assessment systems. The World Health Organization (WHO) and various
scientificresearchinstitutionshavealsoestablishedtheirownairqualitymeasurementstandards,
which are constantly adjusted. Therefore, researchers from various universities have conducted
in-depthstudiesonairqualitymeasurementandhaveofferedamendmentsuggestionstothecurrent
measurementindicatorsystem.
Therefore, wehaveeditedandpublishedthisbooktodiscusstheeffectivenessofcurrentair
qualityassessmentstandardsindevelopingcountries,theimpactofairqualitygovernancepolicies
basedonthosestandards, andtheimprovementofthosestandardsinordertoeffectivelyachieve
sustainabledevelopment. Scholarshavedelvedintotheissuesofairqualityassessmentstandards
andsustainabledevelopmentindevelopingcountriesin13excellentacademicpaperswhichprovide
excellentmaterialsforstudentsstudyingattheBSc,MSc,andPh.D.levelsaswellasresearchersto
understandairqualityassessmentstandardsandsustainabledevelopmentindevelopingcountries.
