Ukraine,WinneroftheStatePrizesoftheUkrainianSSR(1979)andUkraineinthe
field of science and technology (1991, 2000), Director of the Space Research
Institute of the National Academy of Sciences and the National Space Agency of
Ukraine (1996–2007), Editor-in-chief of the Journal “Problemy Upravleniya I
Informatiki” published in English in the USA under the title “Journal of
Automation and Information Sciences” (since 1988).
Born March 15, 1929. In 1952, he graduated from the Kyiv Polytechnic
Institute.HebeganhisprofessionalcareerasanengineerattheInstituteofMining,
AcademyofSciencesoftheUkrainianSSR.In1957,hebecameaPh.D.-studentat
the Institute of Electrical Engineering of the Academy of Sciences of the
Ukrainian SSR, where, after defending his Ph.D. thesis, he worked as a junior and
then as a senior researcher at the laboratory of automatic control of production
processes. During these years, Vsevolod Mikhailovich investigated the problems
of the theory and application of extremal systems, which were only born as a new
scientific direction in the general theory of control.

In1963,V.M.KuntsevichmovedtotheInstituteofCyberneticsoftheAcademy
of Sciences of the Ukrainian SSR, where he defended his thesis for the degree of
Doctor of Technical Sciences and from 1966 headed the department of discrete
controlsystems.Hisscientificstudiesofthisperiodaredevotedtothedevelopment
of the theory of a special class of nonlinear frequency-pulse modulated control
systems. The results were included in the monograph, which was the first work in
this direction both in the former USSR and beyond.
The problem of the synthesis of control systems using the apparatus of
Lyapunovfunctionsishighlightedinthescientificworksofthescientist,published
in 1973–1978. During this period, the problem of synthesizing optimal control
systems of a wide class of nonlinear objects was investigated and solved.
V. M. Kuntsevich and his students have developed a new approach to the
construction of adaptive control systems, based on methods for solving parametric
identification problems, which provide guaranteed estimates, as well as new
algorithms for solving optimal control problems under conditions of uncertainty.
Since 1986, Vsevolod Mikhailovich has been paying attention to the modern
problem of control theory—robustness, in the process of studying which he
obtained a number of significant results in the field of robust stability.
V. M. Kuntsevich led several projects related to the development of automatic
control systems that are implemented in the aviation industry, as well as in the
process control system in the oil refining industry.
In1988,Vsevolod Mikhailovich waselectedasacorrespondingmember ofthe
Academy of Sciences of Ukraine, and in 1992 as an Academician of the National
Academy of Sciences (NAS) of Ukraine.
In 1995 V. M. Kuntsevich became deputy director of the V. M. Glushkov
Institute of Cybernetics of the NAS of Ukraine, and in May 1996 headed the
Institute for Space Research, NAS of Ukraine and the National Space Agency of
Ukraine. As director, Vsevolod Mikhailovich directed his activities towards the
establishmentofthisInstituteastheleadinginstitutionofspacescienceinUkraine,
developingfundamentalandappliedscientificresearchandcoordinatingitwiththe
main areas of the National Space Program of Ukraine. Much attention V.
M. Kuntsevich gives basic questions of future experiments at the embedded
Ukrainian research module of the International Space Station.
Professor V. M. Kuntsevich is the author of more than 250 scientific works,
among which 8 monographs. In Ukraine, he created a scientific school in the field
of discrete control systems, prepared more than 30 candidates (Ph.D.) and 11
doctorsofscience(Dr.Sc.).Over25years,VsevolodMikhailovichgaveacourseof
lectures on control theory at the Kyiv Polytechnic Institute.
V. M. Kuntsevich received the State Prize of the Ukrainian SSR in the field of
science and technology in 1979 as a co-author of the first in the world
“Encyclopedia of Cybernetics”; in 1991, for his work on the theory of invariance
and its applications, together with other scientists, he was awarded the title of
laureateoftheStatePrizeofUkraine.In1987,foraseriesofstudiesonthetheory
ofdigitalcontrolsystems,VsevolodMikhailovichwasawardedbyS.A.Lebedev’s
Prize of the Presidium of the Academy of Sciences of the Ukrainian SSR, and in
AcademicianVsevolodM.Kuntsevich ix
1995—by the V. M. Glushkov Prize for the development and application of sys-
tems analysis methods.
Scientific achievements of V. M. Kuntsevich are also marked by government
awards—the Order “Badge of Honor”, “For Merits” (III degree), and the medals
“For Labor Excellence” and “For Valiant Labor”. In 1999 V. M. Kuntsevich was
awardedbythetitle“HonoredWorkerofScienceandTechnologyofUkraine”,and
in 2000 he was awarded by the State Prize of Ukraine in the field of science and
technology for a series of scientific works on multi-channel control systems for
transport facilities and rolling mills.
In 1988, Vsevolod Mikhailovich became the chief editor of the journal
Avtomatika(since1994,“ProblemyUpravleniyaiInformatiki”),andsince2009—
the International Scientific and Technical Journal “Problemy Upravleniya I
Informatiki”.
For a long time, Prof. V. Kuntsevich was a member of the USSR National
Committee on Automatic Control, and in 1992 he was elected as Chairman of the
National Committee of the Ukrainian Association on Automatic Control, the
nationalorganizationoftheInternationalFederationforAutomaticControl(IFAC).
Now, V. M. Kuntsevich is a Honorary Director of the Space Research Institute
of the National Academy of Sciences and the National Space Agency of Ukraine
and Head of the Department “Control of Dynamic Systems”, Deputy
Academician-Secretary of the Informatics Division of the NAS of Ukraine.
The2019yearmarksaremarkableeventfortheNationalAcademyofScienceof
Ukraineand,moregenerally,forourentirecommunity,thatis,the90thanniversary
of Prof. Vsevolod M. Kuntsevich.
On the one hand, Prof. Kuntsevich has been for years the driving force behind
theuseofmodernscientificcontrolmodelsandmethodsintheanalysisofbroadly
perceived complex systems, notably space and complex industrial systems. He is
one of the originators of a comprehensive study of control theory for uncertainty
and imprecision of information in such system, and has proposed many original
tools and techniques.
On the other hand, as President of the National Committee of the Ukrainian
Association on Automatic Control (UAAC), he has greatly contributed to the
activitiesoftheUAACanditsgreatstatureandvisibility.Thankstohisvisionand
constant efforts to convince all kinds of relevant parties, notably the scientific and
scholarlycommunity,bothinUkraineandallovertheworld,theUAAChasplayed
a constantly increasing role as one of the world’s leading scientific and scholarly
associations.
Third, in addition to his illustrious scientific and scholarly career, Prof.
Vsevolod M. Kuntsevich has been always aware that theory should be comple-
mented with practice. This is true for virtually all fields of science, in particular
engineering. The contributions of Prof. V. Kuntsevich in this respect, i.e. at the
crossroads of science and engineering have been remarkable too.
Finally,oneshouldalsomentiontherolewhichProf.V.Kuntsevichhasplayed
asateacherandmentor,andalso aloyal andsupportive friendtosomany people,
including all of us.
