STATEMENT OF THE FEOBLEM
The purposes of this study ares (1) To investigate the his­
tory and organization pf summer inter scholastic athletic pr ogr ams
sponsored by the state high school athletic associations throughout
the United States; (Z) To evaluate the activities used in these pro-

grams; (3) To investigate the need of a summer program of inter-
scholastic athletics for Group One High Schools in the State of Vir­
ginia; and (4) To use the .results of these investigations as a basis
fo ra proposed;program for Group,One..High Schools in'the State of
Virginia sponsored by the Virginia High School League*
DEFINITIGI^ OF TB&MS
’ Program; A summer .program* according to the
National Federation of State High School Athletic Associations** is
an extension and expansion of the high school's spring sports activi­
ties’into the summer months. This is done as a cooperative enter-
