Lingkup Hak Cipta
Pasal 2:
1. Hak Cipta merupakan hak eksklusif bagi
Pencipta atau Pemegang Hak Cipta untuk
mengumumkan atau memperbanyak, ciptaannya,
yang timbul secara otomatis setelah suatu ciptaan
dilahirkan tanpa mengurangi pembatasan
menurut peraturan perundang-undangan yang
berlaku.
Ketentuan Pidana
Pasal 72:
1. Barangsiapa dengan sengaja dan tanpa hak
melakukan perbuatan sebagaimana dimaksud
dalam pasal 2 ayat (1) atau pasal 49 ayat (1) dan
ayat (2) dipidana penjara masing-masing paling
singkat 1 (satu) bulan dan/atau denda paling
sedikit Rp. 1.000.000,- (satu juta rupiah) atau
pidana penjara paling lama 7 (tujuh) tahun dan/
atau denda paling banyak Rp. 5.000.000.000,-
(lima milyar rupiah).
2. Barangsiapa dengan sengaja menyiarkan,
memamerkan, mengedarkan, atau menjual
kepada umum suatu ciptaan atau barang
hasil pelanggaran Hak Cipta atau Hak Terkait
sebagaimana dimaksud dalam ayat (1), dipidana
dengan pidana penjara paling lama 5 (lima) tahun
dan/atau denda paling banyak Rp. 500.000.000,-
(lima ratus juta rupiah).

ACKNOWLEDGMENTS
The publication of the fi rst edition of the Rongga-English
dictionary is long overdue. The dictionary is one product of a three-
year documentation project (2004-2006) of the Rongga language and
culture. For various reasons, I was unable to focus on fi nalising the
manuscript straight after the completion of the project.
There were many people involved in the project. Thanks must fi rst
of all go to The Hans-Rausing Endangered Languages Documentation
Programme in London for providing the grant for the documentation
project. This grant enabled me to carry out fi eldwork in Flores, work
full-time on the lexical database and hire language consultants for the
successful completion of this dictionary.
A special acknowledgment must also go to the Australian
National University (ANU), which hosted me for the duration of the
project. The support from the department of Linguistics, SCHL (School
of Culture, History and Language) (formerly RSPAS, Research School
of Pacifi c and Asian Studies) and the library at the ANU have enabled
me to have a productive time in Canberra.
I also have to thank four Rongga people (Frans Seda, Antonius
Gelang, Yohanes Nani and Ivan Ture) who have made a signifi cant
contribution to the completion of this dictionary. Without their help, this
dictionary would not have been completed. Frans Seda was involved
in the project from the beginning, doing transcriptions and building
the fi rst stage of the Rongga lexical database. Ivan Ture took over the
responsibility from Frans Seda during the last six months of the project
in 2006. Antonius Gelang and Yohanes Nani, two Rongga elders, added
new entries from ritual language and spent days checking and providing
corrections for the fi rst and second drafts of the dictionary in 2006. In
addition to these four people, I also wish to thank Juventus Rau and
Gregorius Laja (Om Goris), who contributed their knowledge at the

initial stage of the lexicographic research. There are many other Rongga
people; too many to mention one by one by name here, who were story
tellers and whose words were later entered into the lexical database.
Several of them have since passed away.
I also wish to thank Udayana University which allowed me
to organize workshops for the project at the university and allowed
graduate students to participate in the workshop/research.
The help from the Manggarai local government must also be
acknowledged. In particular, I wish to thank Mr. Marselinus Timbul
(deceased), the head of the Litbang (Research and Development Offi ce)
of Manggarai, who helped me with my research permit, and took me to
Tanarata for the fi rst time in 2003 before the project started.
Finally, I have to acknowledge the sacrifi ce, understanding,
and emotional support of my family in Canberra. My beloved wife
Ni Luh Adnyawati and children (Dyan Putri and Made Wisnu) have
always been supportive and have endured the burden of my frequent
tripsoverseas.

INTRODUCTION
This dictionary must be viewed as a work in progress. In what
follows, I outline the methodology and other related topics that need to
be further worked through. Hopefully, the quality of later versions of
this dictionary can be improved.
Researching and writing up a dictionary is a long, time-
consuming and delicate process. This process includes the development
of a lexical database that requires experience and linguistic knowledge
as well as computer skills to compile.
The methodology for the development of the lexical database
that led to this dictionary can be briefl y outlined as follows:
1. The lexical database was built using Shoebox/Toolbox, a
software program developed by SIL, and widely used in
linguistic fi eldwork. One advantage of this program is that it
uses plain text allowing it to be read for many years to come.
Its format follows that of MDF (Multi Dictionary Formatter),
which enables us to have rich lexicographic information, triglot
or diglot dictionaries as well as the relevant fi nder lists.
2. The lexical database compiled for this dictionary was part of a
wider project, not simply for the production of a dictionary. It
was compiled for the interlinearisation of texts, once audio and
video recordings were transcribed. For this purpose only simple
glosses were needed in the lexical database.
3. Duringthe fi rst stage of the project (2004), new entries were
entered in two ways. The fi rst was through the transcription and
interlinearisation process. (This process in fact continued to the
end of the project in 2006.) The second was through elicitation
and translation. This was done in 2004 in order to boost the
number of lexical entries in a short period of time so that the
interlinearisation process could be sped up. In this fi rst stage, the
