General:

The following changes, additions, or deletions shall be made to the following
documents; all other conditions shall remain the same.

I. SPECIFICATIONS

II. DETAILED PROJECT PROGRAM (DPP)

1. Add the attached revised Site Boundary drawing.

2. Delete Section 02620 Subdrainage and substitute the enclosed section 02620
Subdrainage.

3. Add the attached 2.4 Vehicle Detectors, Parking Guidance System (PGS)
Specification.

4. Delete Section 15681 Above-Ground, Welded Steel, Insulated, Chilled Water,
Thermal Energy Storage Tank System and substitute the enclosed 15681 Above-
Ground, Welded Steel, Insulated, Chilled Water, Thermal Energy Storage Tank
System.

III. CLARIFICATIONS

A. Refer to Proposal Schedule. See attached modified Proposal Schedule. Lump
Sum Base Price Proposal and Technical Proposal shall change from March 14,
2014 to April 16, 2014. Oral Presentations will change from March 18, 2014 to
April 17, 2014.

B. Refer to RFP p. 7. Stipend to change from $75,000 to $90,000.

C. Refer to Lump Sum Base Price Proposal Form: Alternates. Add Alternate 2.
Refer to Specification Section 11150 newly issued Section 2.4 Vehicle Detectors.
Provide price to delete cabling, devices, connect and test for the Vehicle
Detection system as specified.

DPP CLARIFICATION

D. Refer p. 16 Project Site and Development Setbacks
Clarification: The project property line and zone of access has been modified.
Access to the parking structure must be from Medical Center Drive East and/or
Health Sciences Drive (see attached Site Boundary). The design must also
incorporate a future entrance/exit on the east face (probable 3rd or 4th level)
complete with knock-out panel and structural consideration for bridge to grade
(see attached site plan). The proposed design must incorporate a pedestrian link
at this level. The proposed designs may not inhibit the extension of Medical
Center Drive north or construction of, as yet undetermined, future projects to the
West of the ECPS2 site.

E. Refer p. 17 Landscape Design
Clarification: The ECHS NPS provides design guidelines for the development and
treatment of landscape, hardscape, and plant palette. The landscape concept for
Medical Center Drive or the “Loop Road” is to extend the rustic landscape of the
existing canyons into the Medical Center. Current planning envisions the use of
native and low water plantings along with the California Sycamore as the
predominant Loop Road Tree. Where it is flanked by buildings, as it is with this
project, the landscape composition should be more informal in design. However,
special consideration should be paid at access points to the building entries;
visual cues can be created with unique plant materials at these locations.

F. The discrete plantings used in proximity to buildings can be more ornamental in
character where the Loop Road and informal areas extending into the campus
should reflect the adjacent canyon open space. Site lines along the Loop Road
should provide clear visibility with the use of low growing shrubs and ground
cover. The landscape of Health Sciences Drive should create a clear and
identifiable design that assists in visitor wayfinding. Landscape guidelines

emphasize a drought tolerant palette. Low impact design (LID) opportunities with
respect to landscape, planting and hardscape design are encouraged.”

G. Refer p. 11 Program Requirements: ADA accessible spaces
Clarification: Provide for 10% of stalls to be ADA accessible. Therefore 1,200
spaces at 10% = 120 stalls. Consider appropriate access for both staff and
patients.

H. Clarification: The structure cannot be painted on the exterior.

I. Add: Document the minimizing of lighting edge glare at night.

J. Add: Presentation: Ensure graphics show building in context, including the
adjacent buildings. Ensure graphics illustrate all four elevations.

K. Add: Refer Specification Section 02620. Delete and Substitute with attached
02620.

L. Add: Refer Specification Section 02630. Delete and Substitute with attached
02630.

M. Add: Refer Specification Section 11150.
a. 2.1 Manufacturers: Add SWARCO and TCS or equal for Parking Guidance

RFI QUESTIONS AND ANSWERS

1. Question: Is a CAD background identifying site boundary and setbacks available
for issuance? We need to properly analyze the site for developing our proposed
design solution.
Answer: Attached. Further, you may apply at
https://facilities.ucsd.edu/Apply.htm to gain access to Facilities Link, where
additional site drawings are located.

2. Question: What ADA parking requirements will UCSD require - 10% or 2%?
Answer: See item “C” above.

3. Question: The RFP specifies a max elevation of 415’. Is this to top of deck,
parapet (crash wall), or elevator roof (overrun)?
Answer: Top of parapet wall.

4. Question: We believe the existing PV panels on the north side of the site will
need to be removed. Will UCSD be handling removing these panels under a
separate project or should it be factored into our proposed design solution and
the MAC ?
Answer: The PV panels and associated equipment will be removed by
others, and is not part of this project.

5. Question: Does UCSD require or want designated motorcycle parking? If so how
many?
Answer: Provide between 15 and 20 spaces.

6. Question: In article 2.4 of the RFP it describes the duration of the 4 different
phases. In phase 2 – DD & CD it describes 106 days. Is this duration inclusive
of the University’s & Fire Authority’s reviewing and approval period? If it is not,
should there be a phase 2A with a set amount of time for this review? How
much time should the proposers include in phase 2 or 2A for the review of the
design prior to release for construction?
Answer: One week is built into this schedule for internal review at the end
of DD, which will include review by the Fire Marshall. The assumption is
that work will begin on CDs while the review is occurring. There will be a
second review at the completion of CDs, which is outside of the 106 day
duration. The overall project schedule reflects an additional two weeks
beyond the end of the noted 106 days; one for internal review and one for
pickup response to any outstanding comments.

7. Question: How many custodial closets are required?
Answer: One, located near the habitable space (office, restroom).

8. Question: In the DPP, Planning Concepts section a 25’ building setback is
required from Medical Center Drive East and Health Science Drive. Does this
restrict all building components including elevators, stairs, building façade, etc.
from encroaching into that 25’ setback or is encroachment of these types of items
acceptable?
Answer: All building components would need to respect the setback.
Unenclosed stairs could be considered hardscape and not part of the
building, therefore they could encroach.

9. Question: Security room shall be air conditioned. Please confirm if the campus
has a direct digital control system which this system will need to tie into and/or
communicate with. Per the UCSD Design Guide Section X.B.1 on page 106, the
project is to have an indoor unit substation. However, the Recommended
Construction Systems document page 24 indicates an outdoor pad-mounted
transformer. Please confirm that the design team may choose either of these
options for this project.
Answer: The room shall be air conditioned. No need for tie back into
campus system. Pad mount transformer for parking structure acceptable.
The contractor can choose either option for the project.

10. Question: Per the Recommended Construction Systems document page 25, a
dedicated electrical room and a dedicated telecom room are required on each
floor of the parking structure. Please confirm that the design team may provide
and place the quantity of rooms required to fit the design, as opposed to locating
a pair on every floor.
Answer: A minimum of one dedicated electrical room and one dedicated
telecom room to be provided; overall quantity as required.

11. Question: Per the Recommended Construction Systems document page 26,
there is a requirement for 1.0FC minimum egress illumination along the egress
path. Please confirm that the egress path on typical floors shall be defined as the
drive aisle. Please confirm that the egress illumination shall be 1.0FC average as
opposed to 1.0FC minimum, following typical IESNA Guidelines.
Answer: The 1.0FC requirements for egress only apply during emergency,
and this should also work for stairwell. The light level for normal
conditions should be higher than that, at least meet IES guideline. Stairwell
should be at least 5FC during normal condition. Follow IESNA Guidelines
for FC requirements.

12. Section 11150 Parking Control Equipment:

a) Question: 1.1 A.3, Where is the traffic control section? It does not appear
to be addressed in this section. Are these the booths?
Answer: Yes, see Sections 11170 and 13129.

b) Question: 1.1 A.3, How is the parking control system to be used during
Special-Event Parking?
Answer: In all likelihood the gates will be lifted.

c) Question: 2.7. A.2-4, Three different types of card readers are specified.
Which card reader is to be provided? Does the card reader need to be
compatible with the card readers currently used on campus?
Answer: The system need only be compatible with Proximity readers.
Item 2.7.A.8 500 cards shall be deleted.

d) Question: 2.7.B, Who will be using the Digital Keypad Entry Unit? Is this in
addition to the card readers specified in section A above?
Answer: Not required. This item shall be deleted.

e) Question: 2.7.C Who uses the Radio Control and when will it be used?
Answer: There will be communication between Campus Security, the
Control Booth and the Campus Parking Office.

f) Question: 2.10, Is the exit terminal strictly an exit verifier of paid parking
tickets or function as a pay-in-lane?
Answer: Pay in lane.

g) Question: 2.10, If the exit terminal is a pay-in-lane, what forms of payment
will be accepted (cash, credit card, debit)?
Answer: All three forms of payment will be used, but with no change
offered.

h) Question: 2.10, Are intercoms going to be provided for patron assistance?
Answer: Yes, built into the machine, see 2.7C.

i) Question: 2.10, What happens if the patron is stuck at the exit station with
other vehicles in line behind them?
Answer: They will use the intercom.

j) Question: 2.10.C.2, For an invalid exit ticket it states “Pay Cashier First”.
Will a cashier be on site 24/7?
Answer: Yes, during the day. Intercom will be used during non-
staffed hours.

k) Question: 3.7.A.2, Please provide information and specifications for Lane
Controller.
Answer: See new Specification Section 11150 2.4.

l) Question: 3.7.A.3, Why is a central pay station and booth’s with fee
computer required?
Answer: To allow the option of payment as you walk into the
structure.

m) Question: 3.7.A.4, Is the pay-in-lane device the same as the central pay
station or is it the exit terminals as noted in the specification? They are not
the same device.
Answer: One is for in car use and one is for pedestrian use.

n) Question: 3.7.A.5 & 6, Why are a ticket dispenser and pay-in-lane devices
required in the staff entrance and exit lanes if card readers are provided?
Answer: To allow for a visitor to leave through that exit.

o) Question: Two ticket dispensers at each gate are very uncommon. Can
one be eliminated to allow the money to be spent on other features?
Answer: Ticket dispensers are required in each lane, therefore the exit
of the Patient/Visitor area will require two, due to one lane being flex
and able to use for either entrance or exit.

p) Question: Will a computer/server and printer be provided by others? It was
not specified.
Answer: Yes, to be provided.

q) Question: Will validated parking be provided? If so, what type of validation
system is required and who is to provide?
Answer: There is the change validation will be provided through the
Medical Center services, and would be used at either pay-in-lane or
booth locations.

r) Question: Please provide the specification for the single-space monitoring
system as noted in the “Preliminary Program and Criteria” section.
Answer: See new Specification Section 11150 2.4

13. Question: Does the City’s requirement for shading apply to this project or is the
infrastructure that is required to be provided for PV on the roof adequate?
Answer: City requirement is not mandatory here; however the LEED point
(even though we are not certifying) for shading parking should be pursued
and future PV may satisfy this requirement.

14. Question: Please provide a detailed scope of work for Alternate #1. What work
is by the DB contractor and what is by others? (I.E. piping to central plant,
connection to central plant, pad for future tank, etc.).
Answer: TES work will include all work to make the tanks fully functional.
Refer to Schematic diagrams on M101 & M 102 in DPP Attachments for
suggested location of CHW supply and return lines.

15. Question: RFP Section 2.1 (page 8) references the Division of State Architect
(DSA), “if applicable”. Will this project be subject to DSA permitting?
Answer: No, this project will be permitted by UC San Diego.

16. Question: What are the results of the Environmental Analysis Needs in
Attachment F? (The results are not summarized and do not indicate if there are
any hazardous materials on the site.)
Answer: Based on the test results and a review of published soil screening
levels, all metals (except arsenic) do not exceed the analyte limits set forth
by the California Human Health Screening Level (CHHSL) for residential
land use. The detected concentration of arsenic in one sample (B-11 @ 19’)
was reported to be higher than the CHHSL screening level. In our opinion,
this reported arsenic concentration was not caused by an unauthorized
release and can be considered a background/natural occurring level. No
detectable concentrations on total petroleum hydrocarbons (TPH) were
noted in any of the samples.

17. Question: Bullet 6 of the Program Requirements indicates in the last sentence
that angled stalls are preferred. Please confirm that 90 degree stalls, not angled
stalls, are preferred at all levels.
Answer: 90 degree stalls preferred.

18. Question: Bullet 26 of the Program Requirements indicates that “two elevators, at
a minimum, located in opposite corners if possible” are required to be included in
the proposed design. Based upon the size of the structure it is advised that three
elevators be required for the project. Please confirm that three elevators are to be
provided in the proposed design.
Answer: A minimum of two elevators to be provided. Contractor can
choose option of providing three if deemed necessary.

19. Question: Within the Project Site and Development Setbacks narrative in the
DPP (page 16) it is indicated that a 25’ building setback is required at both
Medical Center Drive East and Health Sciences Drive (per the requirements of
the East Campus Health Sciences Neighborhood Planning Study). What is the
basis for these setbacks? Can they be modified (decreased) in order to improve
the overall siting of the parking structure?
Answer: 25’ setbacks are Campus standards and shall be maintained.

20. Question: Please indicate if the project site boundary limit can extend into the
parking stalls on the east side of the site if the stalls are replaced in the same
quantity within the proposed structure above the 1200 parking stall basis of
design.
Answer: The defined site boundary cannot be exceeded.

21. Question: Bullet 23 of the Program Requirements indicates that an
Administrative Office is to be provided within the proposed design. What is the
desired size of the Administrative Office? Will this office be used for Parking
Services or is there another preferred user?
Answer: The office will be a minimum of 15’ x 20’, with glazing to allow
observance of main vehicular entrance and street. The office will be used
to provide assistance to visitors.

22. Question: Within Division 1 Section 01110 – Summary Of The Work, Article
1.5.A indicates that the University will relocate the Photo Voltaic Panels located
on the west end of the site. Currently, the photo voltaic panels and associated
equipment are located at the north end of the site. Please confirm that the
University will relocate all of this equipment and also indicate whether this
equipment will be relocated prior to the start of construction.
Answer: The Panels and equipment on the north end of the site will be
relocated prior to start of construction.

23. Question: Please indicate whether the project is subject to the latest City of San
Diego Storm Water Standards (hydromodification management) requirements.
Answer: The project is subject to the Phase II MS4 Storm Water Permit
standards for Non-Traditionals. In addition, the project must adhere to the
San Diego Model Water Quality Management Plan, interim
hydromodification control criteria for new development and redevelopment,
Waste load Allocation Attainment Programs, long-term hydromodification
plans and criteria, program effectiveness assessment strategy, and
measures for long-term watershed protection. In UCSD Storm Water
Management Plan, it is indicated that we will implement the following Post-
construction Site Storm Water Runoff Control Management measures:

New development is designed to conform to the storm water treatment
standards of the time, as listed in the County of San Diego Standard Urban
Storm Water Mitigation Plan (SUSMP), including the Hydromodification
Management Plan (HMP) requirements or equivalent UC San Diego
requirements.

24. Question: Within the Project Site and Development Setbacks narrative in the
DPP (page 16) it is indicated that “there is a desire to extend Medical Center
Drive North along the north side of the structure and connect to the driveway just
north of the East Campus Trailer 2”. It is further indicated that “at a minimum, the
structure should be designed so that the connection can be made in the future,
and a 20’ setback should be maintained from the future road”. Please provide the
width of the future road that is to be located at the north side of the structure and
the location where the start of the 20’ setback to the structure is to be located.
Answer: See Item A above, revised site plan and CAD site plan.

25. Question: Bullet #9 of the DPP (page 11) indicates that vehicle charging stations
are to be provided. Will 4 staff and 8 patient stations be acceptable?
Answer: Yes.

26. Question: Bullets #2 & #3 of the DPP (page 11) indicates the requirement for a
1.2 million gallon Thermal Energy Storage Tank with capacity for an additional 1.2
million gallon tank. Specification 15681 – 1.6.C.1 indicates “two, 1,060,000
gallon, above ground, insulated, welded steel CHW TES tanks, each 50 feet in
diameter by 72 feet high; shall be capable of storing and delivering a minimum of
18,900 ton-hours of thermal energy as chilled water.” Does the specification
govern as to tank size? Are we to provide one tank now and plan for a second
tank? Does that preparation include a tank pad as well as future connections to
the underground piping? If we are only providing one tank, is it correct that the
tank will deliver 9,450 ton-hours now with the other 9,450 ton-hours in the future?
Answer: For TES capacity, refer to newly provided Specification Sections
15681 & 15682.
The tank should be no more than 54 feet in diameter so that there is room
for a second, future TES tank.
One TES tank shall be provided now with space for a second, future TES
tank.
The site for the second tank does not need to include preparations (i.e. no
need for foundational concrete, etc. for the second tank under this project.
The CHWS and CHWR piping mains coming to the site should have valved
and blind flanged connections for the second, future TES tank.

27. Question: Confirm the following items will be allowed to encroach within 25’ FT
setback requirement:

a. Site retaining walls and site staircases.
Answer: Retaining walls, yes, and stairs per responses #8 & #23
above.

b. Levels (cantilevered) above the ground level of parking structure.
Answer: See responses #8 & 23 above.
