j Mayor Frawley Reported:
• Announced that the Association ofErie County Governments meeting will be held on
Thursday, January 26th2012 atRomanello's South.
• Read aletter from Presidentofthe Angola Fire Department ScottRussell, expressingthe
members strong oppositionto the proposed Depot re-location. They are concerned that this
location is going to interfere withthe South Main StreetFire Hallentrances and exits and
therefore interfere with emergency vehicles and first responders. They are alsoconcerned
about safety due to the blind spot oftraffic comingfrom underthe railroad viaduct. They
agree that the old Odd Fellows Hall locationat 39 S.Main Streetwould be abetter location.
• Read areport from the Angola Fire Departmentinregard to the Fire DepartmentsElection of
Officers for 2012 as follows:

• Received a letter from Evans Police ChiefErnest Masullo-commendingthe following for
investigations of6car break-ins and robberies. These investigations lead to the arrest ofa
fewyouths, and the stolengoods were returned to their owners.
Commended were:
Detective Bruce Green Jr; PatrolmanDennis Feldman, Ralph Maslach, Luke Fioretti, Thomas
Crupe and Douglas Tubinis.

Trustee Houston Reported:
• Trustee Houstonreported that he sent a letterto Evans Bankin November complainingabout
the absence ofthe N Main Street AngolaBranch whenthey published their Thanksgiving
Greeting in the Pennysaver. He sharedthe history ofthis branch that has beenserving the

Village ofAngola for many years. He nowreportedthat he received a response from Evans
Bank President, CEO DavidNascaand Philip Brothman, Chairmanofthe Boardof
Directors, apologizing for the eliminationofthe AngolaBranch in the holiday ad. Mr. Nasca
reported that he will see that the N Main StreetBranchis included in all future ads.
• He discussed a letterfrom NY Rural WaterAssociation asking for support in regardto the
cuts in funding for the EPA Programs. Trustee Houston and the Village Boardapprovedthat
the Village Clerk to send a support letterto New York Rural WaterAssociation as per their
request.
• Received an emailfrom Edward Gerecke regarding the planned reductions relatedto the
NFTA and the eliminationof2 busses that serve the Southtowns. Bus #74 thatruns between
Buffalo and the Athol Springs Parkand Ride and bus #76 thatruns between Buffalo,Evans,
Angola, Farnhamand the Irving Bingo Hall. He askedthat the Clerkprepare a letterof
commentto the NFTA. The boardapproved.
• Askedthe Clerk to follow up on a request from Erie County in regardto an updateto the
"Needs Assessment Plan"for the Village ofAngola.
• Southtowns Community Enhancement Coalition meeting minutes filed withthe Board.
• Discussed mail from NYMIR regarding Emergency Planning. Village Clerkwill forward to
Village DisasterCoordinator Warren Jensen.
• Read an article regarding the Lake Shore Central School audit ofthepast Superintendent.

• Received a 2 letterfrom the County, respondingto the Village's request. Their letterstates
that the Village is responsible for the stairs, sidewalks, posts, guard rails etc. at the South
Main Streetunderpass. The Village will schedule a springtime project. j
• Filedan invoice with the Village Clerk for the "Bundy Mill" sign. The cost ofthis projectis
to be split between the Town ofEvans Historical Society and the Village ofAngola. Ask the
Clerk to hold offon paying until the plaque arrives.
• Discussedthe new signregulations. Working with Congressman BrianHiggins office
regarding these.
DEPARTMENTHEADS, COMMITTEEREPORTS:
TRUSTEE HOUSTON- Reported
• Shared photos ofthe GOYA Foods Great Lakes new building and the 59 N Main Street
Demolition.
• Attended the dedication ofthe Town ofBrantnew office at the former Brant-I School
Building. Shared the history ofthe school. They dida greatjobon the project.
• Attended the installationofthe new Town ofEvans Board/Officials.
• Wentto a meeting this morning for the Southtowns Coalition.
• Gazebo Committee put an article in the Pennysaverfor a reward leadingto the arrest ofthe
vandals who removed Christmas decorations at the Gazebo. He also put in an article
regarding the Park hours, "Parkopen dawn till dusk" A sign will be installed shortly.
SentDPW CrewChiefRay Ashton, the list ofrequested repairs for the two firehalls. He has
been working on all ofthe requested repairs.
TRUSTEEKIN - Reported:
• Reported for the Librarythatthe manyprograms going on are very successful and there has
beenan increase in usage.

MAYOR FRAWLEY-reported
• Holiday lights came down on Sunday, January 8th. Everything went well. Lookingto sell
, approximately 50 old wreaths that the Village may no longer be using. Will follow up.

TrusteeHouston and Ray Ashton discussedproblems with some ofthe electricoutletson afew
poles still not working.
Trustee Houston will follow up with the electric company whenhe gets a list ofthe bad outlets.
• Attended the dedication ofthe New BrantTown Hall building. Wentvery well.
• Reported that the GOYA expansion is going great. Invited anyone to take a ride down South
Main to checkit out. GOYA is hoping to completethis expansion inJune 2012.
• Will attend the NYCOM Legislative Conference in Albany Feb 26 &27th
• He and the Board requested to closetonight's meeting in memory ofCurtis Sibley, Dennis
Allen and Jackie Baldwin.
• Working with S.LT. program with SenecaNation Reservation and Town ofBrant Supervisor
Lenny Pero. They are preparing for tourism.
ATTORNEY- Reported
• Preparedpaperworkfor Local Law 1-2012 regardingtraffic law changes
• Worked on updatingthe "ProcurementPolicy" for the Village
• Currently the policy was somehowput into the new Code Book, and he will prepare afuture
resolutionto remove that local law from the Code Book. By law, it is apolicy that should not

be a local law.

Trustee Houston reportedthatthe proposed traffic Law 1-2012 needs some amendments.
; .Attorney Yusickwill pull the resolution from tonight's Board meeting and make necessary

POLICE DEPARTMENT-ChiefErnestMasullo Reported:
• LtGeorge will be working withthe Village Clerkon a ticket fee schedulefor the Village.
• The department has been successful in making arrests for car vandalism. Commended his
department for staying ontop ofthese issues.
• Offering a reward helped with solvingCriminal mischiefissues at the Gazebo.
GENERAL CREW CHIEF- Raymond Ashton reported:
• In Decemberwe installed storm sewer pipe work on Prospect St.and also Allen St. in an
effortto help with storm water drainage issues.
• Maintainingtrucks and preparedplows
• Took care ofthe Tree Lights for the holiday trees.
• Cleaned up the shop preparing for an OSHA inspection.
• Did all the requested repairs at Fire Stations I & 2
• Installed some signage
• Patched some roads
• Pickedup brush.
• Library maintenance
• Worked on water leak on Bay Point at the lake.

RESOLVED that theVillage Board approves the Assemblage Permitreceived by Adam Steigertforthe
filming of"Ombis" asegment ofa movie onN. Main Street,intheVillage ofAngolaon June2,June23and
June 30,2012. Askingthat Main Streetbe shut down to traffic forvarioushours between8AMto II :59PM
from LakeStreetto Center Street and at times, part ofLaSalleat YorkSt.
BE IT ALSO RESOLVED that saidpermit wouldbegranted afterverification oftheprovidedinsurance
certificate isapproved bythe Village Attorney, and aletterofapprovalis received fromChiefErnestMasullo
ofthe EvansPolice Department statingthat all regulationsforthis planned activityhavebeenverifiedand
approved bythe EvansPolice Department.
Also RESOLVED that once approval is obtained bythe Evans PoliceDepartment, thatthe Mayoris
authorized to sign saidagreement with Deftone Picture Studio
