CIRCULAR
Re: Separate filing code for cases pertaining to
differently abled persons.
It is hereby circulated for information of all
concerned that a separate filing code “5300” has been
assigned for cases pertaining to differently abled
persons. The advocates/litigants are required to file
such cases under the assigned code alongwith a
certificate issued by a Government Hospital/Medical
Board in support of the disablility at the time of
filing of such cases.
For cases pending adjudication in this Court,
advocates/litigants are requested to submit a list of
their respective cases falling under code
No.5300(Differently-abled person) clearly indicating
the case number alongwith a certificate issued by a
Government Hospital/Medical Board in support of the
disability of his/her client/litigant to the Joint
Registrar/Deputy Registrar of the concerned Judicial
Branch.

Hon’ble the Chief Justice, on the recommendations of the Hon’ble Judge In-Charge
(Original Side) has been pleased to direct that Summons for settlement of Issues in a Suit relating
to Commercial Dispute shall be issued as per proforma given below:-

of High Courts Ordinance, 2015 amending Order V, Rule 1 of Code of Civil Procedure, 1908)

Whereas..................has instituted a suit relating to a commercial dispute against you
and you are hereby summoned to file a written statement within 30 days of the service of the
present summons and in case you fail to file the written statement within the said period of
30 days, you shall be allowed to file the written statement on such other day, as may be
specified by the Court, for reasons to be recorded in writing and on payment of such
costs as the Court deems fit, but which shall not be later than 120 days from the date of
service of summons. On expiry of one hundred and twenty days from the date of service
of summons, you shall forfeit the right to file the written statement and the Court shall
not allow the written statement to be taken on record.
You are required to appear in this Court in person, or by a pleader duly instructed, and
able to answer all material questions relating to suit, or who shall be accompanied by some

Notification No.27187/DHC/Orgl. Dated 24.11.2015 – In exercise of
powers conferred by Section 4 of the Delhi High Court (Amendment) Act, 2015
(Act 23 of 2015), which came into force with effect from 26.10.2015 vide
Notification No. F.No.L-19015/04/2012-Jus dated 26.10.2015 issued by the
Government of India, Ministry of Law, Justice and Company Affairs, published
in Gazette of India Extraordinary, Part II, Section 3 sub-section (ii), Hon’ble the
Chief Justice has been pleased to order as under:-
1. All suits or other proceedings pending in the Delhi High Court on the
Original Side up to the value of rupees one crore, excepting those cases in
which final judgments have been reserved, be transferred to the jurisdictional
subordinate courts.
2. All suits or other proceedings the value of which exceeds rupees one crore but
does not exceed rupees two crores, other than those relating to commercial
disputes the specified value of which is not less than rupees one crore (as
defined in The Commercial Courts, Commercial Division and
Commercial Appellate Division of High Courts Ordinance, 2015),
pending in the Delhi High Court on the Original Side, excepting those cases
in which final judgments have been reserved, be transferred to the
jurisdictional subordinate courts.
The transfer of cases to the subordinate courts shall commence from
today, i.e. 24.11.2015

NOTICE
Pursuant to the promulgation of Commercial Courts, Commercial Division
and Commercial Appellate Division of High Courts Ordinance, 2015,
Hon’ble the Chief Justice, by orders dated 15.11.2015 and 17.11.2015,
has been pleased to constitute “Commercial Division” and “Commercial
Appellate Division” of the High Court in terms of Section 4(1) & Section
5(1) of the Ordinance respectively.
“Commercial Division” consists of six benches of a Single Judge each.
Hon’ble Ms. Justice Hima Kohli; Hon’ble Mr. Justice Manmohan Singh;
Hon’ble Mr. Justice J. R. Midha; Hon’ble Mr. Justice Valmiki J. Mehta;
Hon’ble Mr. Justice A. K. Pathak; and Hon’ble Mr. Justice Najmi Waziri
have been nominated to be the Judges of the “Commercial Division”.
“Commercial Appellate Division” has been constituted with four Division
Benches, namely, DB-I, DB-II, DB-III and DB-IV. The Hon’ble Judges who
are members of the said four Division Benches as per the present roster,
namely, Hon’ble the Chief Justice and Hon’ble Mr. Justice Jayant Nath
(DB-I); Hon’ble Mr. Justice Badar Durrez Ahmed and Hon’ble Mr. Justice
Sanjeev Sachdeva (DB-II); Hon’ble Mr. Justice Pradeep Nandrajog and
Hon’ble Ms. Justice Mukta Gupta (DB-III) and Hon’ble Ms. Justice Gita
Mittal and Hon'ble Mr. Justice I.S. Mehta (DB-IV), have been nominated to
be the Judges of the “Commercial Appellate Division”.

“1. With effect from 26th October, 2015, suits/applications,
the jurisdictional value of which does not exceed rupees two
crores, shall be presented to the District Judge of the
concerned district and the suits/applications, the
jurisdictional value of which exceeds rupees two crores, shall
be presented in the High Court.
2. In terms of the provisions of the Commercial Courts,
Commercial Division and Commercial Appellate Division of High

Courts Ordinance, 2015 (No.8 of 2015), w.e.f. 23 October,
2015 all suits/applications relating to commercial disputes,
the specified value of which is not less than one crore rupees,
shall be presented in the High Court to be heard and disposed
of by the Commercial Division.”
NOTICE
As approved by Hon'ble Mr. Justice Pradeep Nandrajog,Judge High
Court of Delhi and Chairman, DHCLSC, National Lok Adalat is to be
held on 12th December,2015(Saturday) at High Court of Delhi for the
pending cases under following category:-
1. MAC Appeals.
2. Electricity matters(including compoundable cases as per
provision of S.152 of Electricity Act 2003).
3. Service matters relating to pay and allowances and retiral
benefits.
4. Civil Suits and Writ Petitions.
To facilitate settlements, the Committee is holding pre-Lok
Adalat sittings w.e.f. 12.10.2015 to 07.12.2015. The parties and
