Foreword
Today writing about terrorism is almost a cottage industry. There is so
muchliteratureavailableonthesubjectthatitistemptingtosimplyallow
newliteraturetodissolveintothewallpaper.Thatwouldbeamistakewith
respecttoTerroristsinOurMidst.Thisbookisoneproductofagreatmany
yearsofthoughtandinterdisciplinaryanalytics.Manydistinguished indi-
viduals,not allrepresentedinthisbook,studiedforeign-affinityterrorism
fornearlysevenyears,guidedbythreepersistentissues:
1. Theorganizationalstructureandinteriorworkingsofinternationalnetworks
intheUnitedStates;
2. ThepoliciesandlegalframeworkoftheUnitedStatesthatwerelyonforpro-
tectionofbothsecurityanddemocraticvalues;and
3. Thelessonstobelearnedfrompastexperiences,fromwhichwemightbeable
todiscern‘‘bestpractices.’’
Unlikemostliteratureaboutterrorism,Terroristsin OurMidstfocuses
on those among us who would do us harm. It provides a focus on those
whowouldcauseharmduetotheirowndemons,thosesuchasaTimothy
McVeighorTedKaczynski,butespeciallyonthosewhoareinfluencedby
terrorists from afar. More than that, the panel of experts who contribute
tothisbookofferassessmentsofpoliciesandpracticeswehaveadoptedto
meetthethreatandprovideanagendaofbestpractices.Moreover,unlike
most literature of this genre, Terrorists in Our Midst is brutally frank in
ascribingshortcomingswhere,logically,theAmericanpublichasarightto
expectbetter.
Oneissuecommontomostterrorismliteratureisthefactthattheworld
order has not yet settled on a definition of terrorism, which restricts the
