ThisbookcontainstheproceedingsofICTRS2022(the11thInternationalConference
onTelecommunicationsandRemoteSensing),heldinSofia,Bulgaria,duringNovem-
ber21–22,2022(https://www.ictrs.org).ICTRSisanannualeventthatbringstogether
researchersandpractitionersinterestedintelecommunications,remotesensing,andtheir
societalimplications.
Wearewitnessingchallengingsocietaldemandsthatconcernenergyconsumption,
mobility,andresilience,andweneedto(i)substantiallystimulateinnovationsrelatedto
InformationandCommunicationTechnology(ICT);(ii)becapableofdevelopingrobust
informationsystems;and(iii)achievereliable(wireless)telecommunicationsandnet-
working. Recent years have seen a range of inspiring applications, from unmanned
aerial vehicles and unmanned underwater vehicles, through sophisticated positioning
technologies,tospacemissions.Nevertheless,thereremainenergy-relatedchallenges,
precision-relatedchallenges,resilience-relatedchallenges,andsoon,whichclearlyjus-
tify the need for further technical improvements concerning telecommunications and
remote sensing. Moreover, we lean towards the servicing perspective and the societal
perspectiveaswell,forthesakeofadequatelyutilizingthosetechnologiesinsupportof
people and businesses.This raisesthenecessity foradaptive informationsystems that
in turn require context-aware servicing of user needs, (for example, in the case of a
disruptiveeventsuchasapandemic,muchofwhatapersonneedswouldchangeduring
alockdown).Nexttothat,publicvalues(suchasprivacy,transparency,accountability,
andsoon)mustalsobetakenintoaccount,forexample,duringalockdown,personal
freedomsmayberestricted,whichmeansthatmanytechnicalsystemsshouldstartwork-
ingdifferently.Hence,weneedaholisticview,superimposingthetechnicalaspectsof
telecommunicationsandremotesensingovercorrespondingservicing-relatedandsoci-
etalaspects.ConsideringthesechallengesbringsustogetherintheICTRScommunity,
inspired by the work of Blagovest Shishkov, who established and led this conference
seriesuntilhisdeceasein2015.
Since the first event took place in Sofia, Bulgaria, in 2012, we have enjoyed ten
successful ICTRS editions. The conference has been held all over Europe, but took
place virtually in 2020 and 2021 due to the COVID-19 pandemic. This year’s edition
broughtICTRSbacktowhereitoncestarted–Sofia,Bulgaria.
ThehighqualityoftheICTRS2022technicalprogramwasenhancedbyinformal
discussionondronetechnology,followingonfromthoseinpreviousyears.These,and
otherdiscussions,helpedtostimulatecommunitybuildingandfacilitatedpossibleR&D
projectacquisitioninitiatives,whichdefinitelycontributetomaintainingtheevent’shigh
qualityandinspiringoursteadyandmotivatedcommunity.
TheICTRS’2022ProgramCommitteeconsistedof40membersfrom17countries
(Australia,Brazil,Bulgaria,Canada,France,Germany,Greece,Iran,Ireland,Italy,Japan,
The Netherlands, Russia, Spain, Turkey, UK, and USA, listed alphabetically) – all of
themcompetentandenthusiasticrepresentativesofprestigiousorganizations.

In organizing ICTRS 2022, we observed high ethical standards: we guaranteed at
leastthreereviewspersubmittedpaper(assumingreviewsofadequatequality),under
theconditionthatthepaperfulfilledtheICTRS2022requirements.Inassigningapaper
forreview,itwasourresponsibilitytoprovidereviewersthathadtherelevantexpertise.
Sticking to a double-blind review process, we guaranteed that a reviewer would not
knowwhohad(co-)authoredthepaper(wesentanonymizedversionsofthepapersto
thereviewers)andthatanauthorwouldnotknowwhohadreviewedhis/herpaper.We
required reviewers to respect the content of the paper and not disclose (parts of) its
contenttothirdpartiesbeforetheconference(andalsoaftertheconferenceincaseof
rejection).Weguardedagainstconflictsofinterests,bynotassigningpaperstoreviewers
whowereimmediatecolleaguesofanyoftheco-authors.Inourdecisionstoaccept/reject
papers,wealsoguardedagainstdiscriminationbasedonage,gender,race,orreligion.
WithregardtotheEUdataprotectionstandards,wefollowedtheGDPRrequirements.
For the 11th consecutive year, ICTRS maintained a high-scientific quality whilst
providingastimulatingcollaborativeatmosphere.
As mentioned previously, ICTRS essentially focuses on telecommunications and
remotesensingplusrelevantsocietalimplications.Withinthis,ICTRS2022addressed
many research areas and topics which, as can be seen from the proceedings, fall into
threemaindirections:propagationandimageprocessing,adaptivesolutionsconcerning
UAVandtelecommunications,andsocietalimpactsoftelecommunicationsandremote
sensing,particularlyinrelationtosmartcities.
ICTRS2022received14papersubmissionsfromwhichsevenpaperswereselected
forpublicationintheproceedings.Ofthesepapers,fourfullpaperswereselectedfor30-
minuteoralpresentationsattheconference.TheICTRS2022authorshailfromBulgaria,
Iran,theNetherlands,andRussia(listedalphabetically).
ICTRS 2022 was organized and sponsored by the Association for Radio Systems
and Intelligent Telecommunications (ARSIT), being co-organized by the Interdisci-
plinaryInstituteforCollaborationandResearchonEnterpriseSystemsandTechnology
(IICREST),withthecooperationofDelftUniversityofTechnology(TUDelft),Aristotle
UniversityofThessaloniki(AUTH),andAMAKOTALtd.Further,theICTRSeditions
areheldundertheauspicesoftheInternationalUnionofRadioScience(URSI).
Organizingthisinterestingandsuccessfulconferencerequiredthededicatedefforts
of many people. Firstly, we must thank the authors, whose research and development
achievementsarerecordedhere.Next,theProgramCommitteememberseachdeserve
credit for the diligent and rigorous peer reviewing. Further, we would like to mention
the excellent organization provided by the ARSIT-IICREST team (especially Canka
PetrovaandAglikaBogomilova)andthesupportbroughtforwardbyAMAKOTALtd.;
theICTRS2022organizersdidallthenecessaryworktodeliverastimulatingandpro-
