Public Hearing Proceedings
It is hereby informed that as per the Ministry of Environment and Forests, Government of India, New
Delhi vide its Notification no. S.O. 1533 dated September 14, 2006; Public Hearing was fixed for the fol-
lowing project covered under Category A, National Highway Authority of India has proposed for wi-
dening & improvement of the existing highway to 2 lanes with paved shoulder1 4 lane1 6 lane Bhav-
nagar Pipavav-Probandar-Dwarka section of NE-8E, Dist. Gir-Somnath, Porbandar, Junagadh,
Amreli, Bhavnagar. This road is passing through four Talukas of Una, Kodinar, Veraval & Sutrapada of
newly formed district Gir-Somnath as mentioned in their request application.
A copy of the draft Environment Impact Assessment report and the Summary Environment Impact
Assessment Report was sent to the following authorities or offices to make available the draft EIA Report
for the inspection to the public during normal office hours, till the Public Hearing is over.

Other concerned persons having plausible stake in the environmental aspects were requested to send their
response in writing to the concerned regulatory authorities. They were requested to send their comments to
the regulatory authorities as under:
Central Government in MoEF (Ministry of Environment and Forests, GOI, CGO Complex, Lodi Road,
New Delhi 1 10003) for the matter falling under Category A of schedule of the aforesaid Notification.
The Public Hearing was scheduled on 0511012013 at 14.00 hrs. at B. B. Barad Vidhyalay, near Sugar
factory, Veraval road, Village: Kodinar, Tal. Kodinar, Dist. Gir Somnath.
An advertisement in English was published in "The Times of India" dated 04/09/2013 and in Gujarati
"Divya Bhaskar" dated 04/09/20 13.
Shri V. J. Rajput, Additional District Collector, Gir-Somnath supervised and presided over the entire public
hearing process.
A statement showing participants present during the public hearing is enclosed herewith as Annexure -A.
A statement showing silent points highlighting issues raised by the participants and responded by the
representative of applicant during the public hearing in English & Gujarati languages are enclosed
herewith as annexure B & B1.
The copies of responses received in writing from other persons having plausible stake in environmental
aspects and the replies by the applicant to the same are enclosed herewith as annexure C-1,C-2 & D-1,D-2

Hearing isfixed for the following project covered under Category A, National Highway Authority of
India The project is proposed for widening & improvement of the existing highway to 2 lanes with
paved shoulder1 4 lane1 6 lane Bhavnagar Pipavav-Probandar-Dwarka section of NE-8E, ~istG. ir-
Somnath, Porbandar, Junagadh, Amreli & Bhavnagar. This road is passing through four Talukas of
Una, Kodinar, Veraval & Sutrapada of newly formed district Gir-Somnath. Public Hearing is carried out
on 05/10/2013 at 14:OO. Hrs.

Shri A. M. Gadhiya, Regional Officer, GPCB, Junagadh & representative of Member
Secretary, GPCB welcomed all present in the Public Hearing. He outlined the project details and added
that it was as per the advertisement in "The Times of India" dated 04/09/20 13 in English and in "Divya
Bhaskar" dated 04/09/2013 in Gujarati. He also mentioned that the documents related to the project were
displayed at the various places mentioned in the advertisement. Then he opened the Public hearing after
due permission from the Chairman of the Public hearing & Additional Distiict Collector, Gir-Somnath.
He invited the project proponent to give their introduction and then begin the presentation. He also
mentioned that after the presentation was over the forum would be opened to the concern of the local
alfecting peopie of the area.
Sushmaben, representative of National Highvay Authority of India gave a brief Introduction of the
Company and said about the Environmental Management. He also explained technical details for the
proposed pro,ject in brief.
After the presentation, Shri A. M. Gadhiya, Regional Officer, GPCB, Junagadh stated that all locally
a2fectin;: persons could make their representation or give their suggestion / comments before the forum,
he also stated that only environment related issues are to be presented & discussed.
The following points were raised by the participants and responded by the representative of the
project proponent during Public Hearing are as under:

Bachav Samiti, EIA report is wrong and misguiding. He

As per report 5990 trees are to be cut which is
wrong. AS per our survey about 35652 trees will
De cut. Trees are big and about 25 year's period
is required for growth of such big trees. In this
report mention was not made for such trees.
The figures mentioned in traffic survey report
xre also wrong, minimum traffic was mentioned
in the report, and then what is the need for this
Four lane road?
Due to this project fertile land of many
farmers will be lose, agriculture production will
De less and against that population is increasing.
This may disturb environmental balance.
Due to 60 meter wide road damage will cause
to the nearby farms and property, no mention
was made for rehabilitation in the report.
In the Project area reserve forest, national
parks and wet land are there. In the EIA Report
the details for above issues are misguiding.
Many rivers and bridges are there, no
clarification made in the report regarding rivers
and bridges. The figures mentioned in the report
are without site survey and are misguiding. No
mention in report regarding future benefits and
loses due to this project.
About 85% farmers will be affected due to
land acquisition. In our agriculture based
country we will face major agriculture loss.
20 bypasses are shown in the report put up on
internet, while in summary report only four by
passes are mentioned, which is misguiding. In
the summary report all important matters shall
be mentioned.
In the report no mention made for present and
future ground water conditions.
Pranchi and Gorakhmadhi by passes are
damaging to farmers, few farmers may lose
their whole farm land and will not remain
landowners. He demanded for widening of
existing road. He suggested for fresh EIA report
& said that land acquisition is also affecting the
environment, He suggested finding out solution
so that farmers will not suffer. Supreme court
had also ordered for minimum land acquisition

We faced many land acquisition process for
above roads. Earlier we have obtained
permission of NHAI before construction of
market yard. If four lane road passes through
market yard then out of 15 survey no , land
acquisition is required in 11 survey no and
market yard will be divided in two parts. He
asked for republic hearing.

covering above points, which is annexed as C-4
Shri V. J Rajput, Additional Collector informed that points regarding land acquisition may be
submitted separately in written and necessary procedures carried out as per applicable land
acquisition laws. He also asked to represent the issues in brief.
