I mn of tne opinion tnat tne Bureau could "benefit tremendously
public relations-wise end et tne same time perform a vitally
needed service to tne country tnrough a nation-wide public
education program on tne "Dangers of Communism." Tne program
wnicn I envision would consist of speecnes made before church
and cific gromps, -ecnools, colleges, - fraternal and social or-
ganizations, trade associations, conventions and tne like.
It is not my suggestion that Bureau employees give tnese talks,
but rather tart tne Bureau simply grant its blessings in tne
way of "subtle cooperation" with the! Society of Former S-"pefcial
Agentejof the F. B. I. ' ""
Members of tne Society are not strangers to the Bureau. The
Bureau knows more about tnem than tney know about themselves.
Tfiere has seen installed in tnem a feeling of loyalty and pride
which does not diminish with years of separation. They still
get just e little "chesty" when Bureau activities are headlined.
Tney cannot forget trat the Bureau officials, more than my
otner group of important government officers, were the first not
only to recognize the danger of Communism but to do something *.
about it.
Tne Society is made up of e group of men, the majority of whom
nave attained positions of authority and responsibility in

their fields of endeavor largely through their training and ex-
perience with4 the Bureau. These men are prideful of the feet
tney nave teen in Bureau serviee or they obviously would not
continue to maintain their membership in the Society.
At the same time, their appreciation or %ne dangers of Communism,
I am sure, is m-ch greater tn^n that of the .average citizen.
They would leap at the Opportunity to be| of service to the Bureau
in the manner I have suggested.

By *subtle cooperation" I mean Bureau participation only to tne
extend of furnishing that information which the Bureau is at
liberty to disclose. The Bureau has an interest in seeing that
the subject matter is accurate end is.extremely well presented.
I have not discussed this suggestion with any officer or even
any member of tne Society. Rather than proceeding along that
line, I think that much greater enthusiasm for +.re program would
be engendered by a request from you to the Society for their co-
operation in a program of this nature.
One of the reasons I feel so strongly about this matter is thr.t
it is my responsibility to negotiate contracts with a local union
of tne United Electrical Radio and Machine Workers of America -
C. I. 0. I fully appreciate to what lengths a Communist-dominated
organization will go to further its objectives.

***; Washington Chapter will hold its annual dinner Monday
night, December 6, 19U8, at the Touchdown Club, iklk Eye Street, H. V
Your officers, and the Dinner Committee, headed by John Philip, have planned
a full evening for you enjoyment.
Guests of the evening will be the United States Attorney
George Morris Fay, John Vincent, the Society's National President for the
coming year, and Mike Hunicutt, well known radio entertainer. Invitations
fcave been extended to several Judges of our local Courts and to Major
Robert J. Barrett, Chief of the Metropolitan Police Department who has x/
been asked to discuss the newly formed police reserve corps at this meeting
To top off the evening, our Chapter will hold elections of
officers for the coming year. The nominating Committee, consisting of
Joe Cannon, Aaron Jacobean and Kenny Collins have nominated the following for

concerning an invitation to a\ddress the |Quarterly Meeting
of the Society of Former Special Agents of the FBI of
Northern'Ohio.~~~Mf. Abbaticchio was told that he should not
