FOREWORD
It has been a decade since Volume I of the Saudi Arabian Stud Book (SASB) was
issued. Many constructive steps have been achieved since then, the complete
transition to DNA parentage and the breeders’ understanding of the economic
value of the Stud Book have contributed to a steady growth of the Thoroughbred
population in the Kingdom. This has ignited the interest of the multinational and
giant national companies to support racing, resulting in an increase in the number
of races as well as an increase in purses.
Consequently, the number of all Thoroughbreds has increased across the board.
The stallion roster has risen to over 200, active broodmares now number in excess
of 1300, and every year the foal crop is breaking the previous year’s record, now
close to 1000 for 2008. Now, all registrations are computerized and we are getting
very close to registering the great majority of all foals in the same year of foaling.
Thepresenceand successof Saudibredhorsesontheinternationalstage isgrowing
rapidly, and last year for the first time in the history of the Saudi Arabian
Thoroughbred we had major international owners sending their representatives to
purchase from Saudi sales.
Our first decade has been one of construction and we will be working vigorously
duringtheseconddecadetoensureitwillbeoneoffurtherimprovement takingthe
Saudi Arabian Stud Book forward in the future.

SAUDI ARABIAN THOROUGHBRED STUD BOOK
RULES AND REGULATIONS
1. ELIGIBILITY:
1.1 To be eligible for entry into the Saudi Arabian Stud Book the horse must:
1.1.1 Be the product of a mating between a sire and dam both of which are
recorded in a Thoroughbred Stud Book approved by the International
Stud Book Committee.
OR
1.1.2 The horse must prove satisfactorily eight recorded crosses consecutively
with horses as described in 1.1 including the cross of which it is the
progeny, and that its promotion to Thoroughbred status is unanimously
approved by the International Stud Book Committee.
1.2 Although, a horse may qualify under 1.1 above, the Saudi Arabian
Thoroughbred Stud Book (SASB) has the right to refuse to record a
horse in its Stud Book if the horse cannot prove satisfactorily eight
recorded crosses consecutively (including the cross of which it is the
progeny) with horses described in 1.1.1 and 1.2.1, but such refusal shall
not be effective unless it is confirmed by the unanimous decision of the
International Stud Book Committee.
2. REGISTRATION FOR BREEDING:
2.1 Before any thoroughbred stallion or mare can be registered in the SASB
as breeding stock the animal’s identity must be established. This is
achieved by:
a) The completion of a registration form issued by the SASB, recording the
animal’s registered name, colour, age, pedigree, present owner and
previous history so far as known.
b) The provision of current markings of the animal, taken by a veterinary
surgeon.
c) The establishment of the DNA profile or bloodytype of the animal. In
respect of all animals this will require the provision of a current blood
sample taken by a veterinary surgeon except for broodmares whose
bloodtype has been officially established, unless for reasons of doubt or
incompleteness a current blood sample of the mare is considered
necessary. It is a condition of import that the horse’s DNA profile or
bloodtype, as taken at initial registration, is provided by that horse’s
country of origin and sent directly to the SASB on request.
2.2 In the case of all animals which have been imported, an Export
Certificate identifying the animal, and issued by the Stud Book Authority

of the animal’s country of birth, must be received from the country of
export. For imported animals visiting Saudi Arabia for less than nine
months the requirement of the provision of an Export Certificate may be
replaced by the lodgement of the animal’s identity document issued by
theStudBookAuthority(SBA)withwhichitwasregisteredandcurrently
endorsed by the relevant authority of the country from which it has
travelled.
2.3 Noanimalmayberegisteredasbreedingstockretrospectively, afterithas
died, except at the discretion of the SASB and only if the animal’s DNA
or blood type has been officially established prior to the animal’s death.
3. OWNERSHIP
3.1 For every stallion or mare registered as breeding stock the name and
address of the animal’s owner must be lodged with the SASB.
3.1.1 This requirement is necessary for the purpose of administration and in
the case of a Broodmare for the recording of the breeder of the foal. It
should not be construed that the records maintained by the Saudi
Arabian Stud Book give the applicant legal title over the horse.
3.1.2 For the purpose of these Conditions of Entry the breeder is the person or
entity who has been recorded as above as being the owner of the mare at
the time that her foal was dropped.
3.1.3 Owners of breeding stock are obliged to contact the SASB to prove
details of any changes of ownership.
4. FOAL REGISTRATION
4.1 Breeding Returns
4.1.1 For the produce of a mare to be registered in the SASB the following
requirements must be met:
4.1.1.1 A microchip approved by the Saudi Arabian Stud Book must be inserted
subcutaneously in the neuchal ligament in the left or near side of the foal,
approximately 2 inches below the mane, by a veterinarian authorised by
the SASB or the Equestrian Club of Riyadh.
4.1.1.2 An official Certificate of Covering must be received by the SASB,
completed and signed by the stallion owner confirming all dates of
covering in the previous breeding season, and confirming the stallion
owner’s satisfaction as to the correct identity of the mare and declaring
that the mare was served naturally and that artificial insemination,
embryo transfer, cloning or any other method of genetic manipulation
was not used. If the broodmare was covered by two or more stallions a
separate certificate for each stallion is required.
4.1.1.3 An official Foal Registration form completed and signed by the Breeder
giving the required details of the produce, namely the colour, sex, date of

birth and country of foaling must be lodged. The birth of twins must be
indicated.
4.1.1.4 AFoalIdentificationCertificatestatingtheparentage,colour,sex,dateof
birth of the produce completed by the Breeder, and showing a written
and graphic description of the markings of the produce, prepared signed
and dated by a veterinary surgeon.
4.1.1.4.1 Markings should be taken before the foal is four months old and as near
as to this deadline as possible.
4.1.1.4.2 A minimum number of identifying features is required. Identity
certificates should incorporate both a narrative, typed or completed in
block capitals, and a graphic description.
4.1.1.4.3 DNA and blood samples from the Foal, and where necessary, the
broodmare and stallion, each taken by a certified veterinarian, to confirm
that the mare and stallion qualify as the parents of the foal by DNA or
blood typing. DNA and bloodtype information is not made public but is
suppliedondemandwhenahorseisexportedtotheStudBookAuthority
(SBA) of the importing country.
4.1.1.5 Payment of the relevant foal registration fee.
4.1.2 In the event of no live produce the official Foaling Report must still be
completed indicating whether the broodmare was barren, aborted early
or slipped, or that the produce was born dead or has died. A return
should also be lodged if the mare was not covered in the previous season.
Failure to report this information will result in the term "No Return"
appearing on the broodmare’s produce line for that year in the SASB.
The owner should also notify the SASB if the broodmare has died.
4.2 Incomplete Returns
4.2.1 Returns which are incorrect or incomplete, or which lack any of the
required supporting documentation, cannot be accepted and will be
returned to the Breeder for completion.
4.2.2 Therateoffeepayableforregistrationofproducewillbetherateinforce
on the date when the completed return is received.
4.2.3 Produce for which a completed return has been made in all respects
except the provision of required DNA or blood samples will be accepted
at the fee applicable on the date the return is received, provided that the
necessary DNA or blood samples are received within two months from
that date. If the required DNA or blood samples are not provided within
two months, the return will not be accepted and will be returned to the
breeder for completion, and will only be accepted under the provisions of
the first two paragraphs of these conditions.
4.3 Service to produce an eligible foal

4.3.1 A foal is not eligible to be recorded in the SASB unless:
(a) It is the product of a natural service or covering which is the physical
mounting of a thoroughbred mare by a thoroughbred stallion. Any horse
that has been the product of artificial insemination, embryo transfer,
cloning or any other form of genetic manipulation is not eligible for
registration.
(b) A natural gestation took place in and delivery was from the body of the
mare in which the foal was conceived.
4.4 Recording of coverings
4.4.1 The SASB issues Covering Certificates to every Stallion owner.
4.4.1.1 Stallion owners are required to:
4.4.1.1.1 Enter on the Certificate details of the covered broodmares with all
required information and declarations. In particular, if a broodmare is
covered by more than one stallion, a separate certificate must be
completed for each stallion.
4.4.1.1.2 Issue a Covering Certificate to the Owner of each mare covered by their
stallion.
4.4.1.1.3 Return to the SASB the completed counterfoils and remaining Covering
Certificates by the 30th September in the year of covering.
4.4.1.1.4 Certify that the mating was a natural covering and did not involve the
process of artificial insemination, embryo transfer or transplant, cloning
or any other form of genetic manipulation.
4.4.2 If a Stallion Owner does not follow these instructions, and in particular
if they do not return completed counterfoils to the SASB, the stallion
cannot be registered for following seasons
4.5 Life number
4.5.1 All registered foals are issued with a unique international identification
number (LIFE NUMBER) at the time of registration. This number is
comprised of a three character prefix to identify the country of birth
(KSA), followed by eight numeric digits.
5. IDENTIFICATION DOCUMENT- PASSPORT
5.1 A Passport is issued in respect of each horse registered in the SASB. The
passport is the basic identifying document of the animal for which it is
issued. This document shows descriptive particulars registered in respect

of the animal including details of the breeder, the owner, the microchip
number as an aid to identification, a vaccination record and details of all
export/import movements.
5.1.1 The passport is not a certificate of ownership and does not convey legal
title of the horse to the holder.
5.1.2 The passport remains the property of the SASB and must be returned to
the SASB on demand.
5.1.3 The SASB officially endorses the appropriate section of a stallion or
broodmares passport to confirm that they are registered as breeding
stock.
5.1.4 All entries and changes to a passport can be only made by a person so
authorised by the SASB or the Equestrian Club of Riyadh, who confirms
the amendment with a signature and rubber stamp.
5.1.5 Registered broodmares can only be covered after the broodmare’s owner
shows the broodmare’s passport to the stallion’s owner. The stallion
owner must check the broodmares identity which he confirms with his
signature on the Certificate of Covering.
5.1.6 Whenever a broodmare or stallion changes hands the passport must be
returned to the SASB for endorsement with the details of new owner.
5.1.7 The SASB should be advised if a horse has acquired markings.
5.1.8 Inthecase ofapassportbeinglostormislaid theownerofthehorsemust
submit a letter confirming the facts. The SASB will issue the owner with a
duplicate.
6. NAMING:
6.1 All Thoroughbred horses that have been foaled in Saudi Arabia must
have their name registered with The Equestrian Club and recorded with
the SASB. The suffix (KSA) is part of the name of any registered
thoroughbred horse foaled in Saudi Arabia. Applications for the naming
of any foreign bred horse must be submitted to SASB who will apply to
the Racing Authority of the horse’s country of birth for the availability of
the name.
6.1.1 When naming a horse the following Rules in compliance with the
International Agreement on Racing and Breeding will apply: -
(a) It isnot permitted to use the names of stallions, which have been usedfor
covering, until a period of 15 years has elapsed since their death or last
recorded covering year or 35 years of age have been attained (whichever
is the soonest).
(b) It is not permitted to use the names of mares, which have been used for
covering until a period of 10 years has elapsed since their death or last

recorded covering year or 25 years of age has been attained (whichever is
the soonest).
(c) It is not permitted to use the names of non breeding stock until a period
of 5 years has elapsed since their death or 20 years of age has been
attained (whichever is the soonest).
(d) Names cannot be used that are on the International List of Protected
Names; this includes the names of famous stallions and mares and of the
best racehorses of the countries participating in the agreement.
(e) Names cannot be more than 18 characters (including signs and spaces).
(f) It is not permitted to use the name of a public person, unless permission
is given by them or their family.
(g) It is not permitted to use a name whose spelling and pronunciation is
close to a name already registered.
(h) It is not permitted to use names followed by numbers.
(i) It is not permitted to use names made up of initials, figures, hyphens, full
stops, commas, signs, exclamation marks, inverted commas, forward or
back slash, colon and semi-colon.
(j) It is not permitted to use names whose meaning, pronunciation or
spelling may be insulting or obscene.
(k) It is not permitted to use a name which starts with any sign other than a
letter.
7. IMPORTS/EXPORTS
7.1 Imported horses
7.1.1 It is the responsibility of each owner/breeder or their representative to
notify SASB every time a horse arrives at their stable/farm and to state
from where the horse arrived.
7.2 Exported horses.
7.2.1 It is the responsibility of each owner/breeder or their representative to
notify SASB every time a horse departs from their stable/farm and to
inform SASB as to the destination, preferably before departure.
7.2.2 The SASB requires the receipt of a horse’s passport prior to export for
endorsement. Also, if the horse is to be exported for a period of greater
than nine months then an application for the issue of an Export
Certificate along with a current identity certificate of the horse is also
required.

7.2.3 The passport should accompany the horse when it travels, after it has
been endorsed by SASB. If the horse does not travel after the passport
has been endorsed, then it must be returned to the SASB for cancellation
of endorsement.
8. DNA & BLOODTYPING
8.1 The SASB requires that:
(a) DNA and bloodtyping is only carried out by the laboratory appointed by
the SASB for the purpose of verifying and identifying a horse.
(b) All DNA and bloodtype details of all horses are kept confidential by
SaudiArabianThoroughbredStudBookandnotdivulgedexcepttoother
Stud Book Authorities
(c) Routine DNA or blood typing for parentage verification can only be used
for the registration of horses in the Saudi Arabian Stud Book, and not
used for retrospective parentage testing.
8.2 A DNA or blood type established by an overseas laboratory will be
accepted only in the following cases:
8.2.1 Only if the animal concerned has died before a valid blood sample could
reasonably have been taken from it, to establish the blood type of an
imported broodmare or stallion.
8.2.2 In the case of stallions only, for the purpose of parentage testing a foal
conceived abroad and imported in-utero provided that the DNAor blood
type so established is considered sufficiently comprehensive for the
purpose.
9. PUBLICATIONS
9.1 The Saudi Arabian Stud Book is published in full every four years with
the Return of Mares supplements published annually.
