FOR A REDEVELOPMENT PROJECT AREA GENERALLY
LOCATED FROM FIFTH TO TENTH STREET,
ALONG THE MARKETAND MISSION STREETS CORRIDOR,
ENCOMPASSING 14 ASSESSOR'S BLOCKS, INPORTION OR
ENTIRETY,ASFOLLOWS: 341,342,350,AND 355 (NORTH OF
MARKET STREET), 3507,3508, 3509, 3701,3702, 3703,3704, 3725,
3727,AND 3728 (SOUTH OF MARKET STREET);
MID-MARKET REDEVELOPMENT SURVEY AREA
BASIS FOR RESOLUTION
1. The City and County ofSan Francisco, actingthrough the Planning Department
(hereinafter"Department") and the San Francisco Redevelopment Agency
(hereinafter"RedevelopmentAgency" or"SFRA"), acting as co-Lead Agencies,
fulfilled all procedural requirements ofthe California Environmental Quality Act
(Cal. Pub. Res. Code Section 21000 et sea.., hereinafter "CEQA"), the State
CEQA Guidelines (Cal. Admin. Code Title 14, Section 15000 et. seq..
(hereinafter "CEQA Guidelines"), and Chapter 31 ofthe San Francisco
Administrative Code (hereinafter "Chapter 31").
2. The Department and the Redevelopment Agency determined that an
Environmental Impact Report (hereinafter "EIR") was required forthe proposed
project and provided public notice ofthat determination by publication in a
newspaperofgeneral circulation on August 21, 2001 (under prior Case No.
1996.545E).
3. On September 27, 2002, the DraftEIR forthe Mid-MarketRedevelopment Plan
was mailed orotherwise delivered to a list ofpersons requesting it, to those noted
on the distribution list inthe Draft EIR, to adjacent property owners, and to
governmentagencies, the latterboth directly and throughthe State Clearinghouse.
4. Notice ofCompletion was filed with the State Secretary ofResources via the
State Clearinghouse on September 28, 2002. Public notice ofthe availability of
the DraftEIR and the Draft EIRpublic review period was provided as follows:
A. On September28, 2002, notice was published in a newspaper ofgeneral
circulation ofthe availability ofthe Draft EIR forpublic reviewand
commentand ofthe date and time ofthe Redevelopment Agency
Commission's public hearing on the Draft EIR.

B. Notices ofavailability ofthe Draft EIR and ofthe date and time ofthe
public hearing wereposted near the project site by Redevelopment
Agency staffon October2-3, 2002; October 17-18, 2002; and on
December 6, 2002.
C. Notice was also mailed to personsrequesting such notice listed on lists
maintained by the Redevelopment Agency and CityPlanning Department.
5. The Redevelopment AgencyCommission held a duly advertised public hearing
on said Draft EIRon October29, 2002, at which public comment was received on
the Draft EIR.
6. The period forreceiptofpublic comments on the Draft EIR ended on December
17,2002.
7. The Redevelopment Agencyprepared responses to comments on environmental
issues received at thepublic hearing and inwriting during the 80-daypublic
reviewperiod for the Draft EIR, prepared revisions to the text ofthe Draft EIR in
response to comments received orbased on additional information that became
available during the public review period, and corrected errors in the Draft EIR.
This material is contained in a "Draft EIRComments and Responses" document,
published on September 5, 2003, and distributedto all parties who commented on
the Draft EIR, with additional copies available upon request at Department
offices.
8. The Agency staffin conjunction with the Planning Department recommends
certification ofthe EIR, consisting ofthe Draft EIR and the comments and
responses to the Draft EIR ("Comments and Responses").
9. The Agency's public records pertaining to the proposed Final EIR are available
forpublic review at the Redevelopment Agency, 770 Golden Gate Avenue, and
arepart oftherecord before the Redevelopment Agency Commission.
10. OnSeptember 18, 2003,jointlywith the Planning Commission, the
RedevelopmentAgency Commission reviewed and considered the Final EIR and
herebydoes find that the contents ofsaid report and the procedures through which
the Final Environmental Impact Report was prepared, publicized and reviewed
complywith the provisions ofCEQA, the CEQA Guidelines, and Chapter 31of
the San Francisco Administrative Code.
11. TheFinal EIR indicates thatthe proposed Mid-Market Redevelopment Plan, if
adopted, will have the followingpotentiallysignificant environmental effects:
A. Will have aproject-specific impact on Historic Resources, in that
Development Opportunity Sites I, 2, and 4 include structures that appear to be
potential historic architectural resources. Unless furtherreview were to find
