TheManualofProceduresfortheImplementationoftheAsiaRegionalTechnicalGuidelines
onHealthManagementfortheResponsibleMovementofLiveAquaticAnimalsprovides
backgroundmaterialanddetailedtechnicalprocedurestoassistcountriesandterritories
IntheAsiaRegionInimplementingtheAsiaRegionalTechnicalGuidelinesonHealth
ManagementfortheResponsibleMovementofLiveAquaticAnimals. TheTechnical
Guidelines and their associated implementation plan, the Beijing Consensus and
ImplementationStrategy(BCIS). (seeFAOFish.Tech. Pap. No. 402)provideexpert
guidancefornationalandregionaleffortsInreducingtherisksofdiseaseduetotrans-
boundarymovementofliveaquaticanimals. TheTechnicalGuidelineswereInitiateddue
toIncreasedrecognitionthatdiseaseemergenceIsoftenlinkedtoliveaquaticanimal
movements, and thattheassociated economic losses, includingImpacts on rural
livelihoodsandnationaleffortsInpovertyalleviationandfoodsecurity, arehighly
significant. NewtradeagreementsandrequirementsgeneratedbytheWorldTrade
Organization(WTO)furtherreinforcedthenecessityforimprovedliveaquaticanimal
healthmanagement. Recognizingtheneedforaregion-wideapproachtoaquaticanimal
healthmanagement,thenationalgovernmentsofcountriesoftheAsiaRegionrequested
FAO.throughNACA,toassistproductionofasetoftechnicalguidelinesthatcouldbe
used toImprove and harmonize aquaticanimal health management strategies for
responsibletrans-boundarymovementofliveaquaticanimals.
AnFAOTechnicalCooperationProgramme(TCP)Project-"AssistancefortheResponsible
MovementofLiveAquaticAnimals'waslaunchedbyNACAin1998.withtheparticipation
of21countriesfromthroughouttheregion.ThisprogrammecomplementedFAO'sefforts
inassistingmembercountriestoimplementtherelevantprovisionsinArticle9-
AboqtuhactuhletunraetioDneavlealnodpmreengtio-naolfltevheels.CoAdesetofofCoGnudiudicntgfoPrriRnceispploenss,ifbolremuFilsahteerdiebsy(aCCgRrFo)u.paotf
aquaticanimalhealthexpertsattheRegionalWorkshopheldin1996InBangkok,formed
thebasisforanextensiveconsultativeprocess,between1998-2000.involvinginputfrom
government-designatedNationalCo-ordinators(NCs).theNetworkofAquacultureCentres
inAsia-Pacific(NACA).FAO,theOfficeinternationaldesepizooties(OIE),andregionaland
internationalspecialists.TheTechnicalGuidelineswereunanimouslyendorsedattheFinal
ProjectWorkshoponAsiaRegionalHealthManagementfortheResponsibleTrans-
boundaryMovementofLiveAquaticAnimals,heldinBeijing.China,from27to30June
2000.RecognizingthecrucialimportanceofImplementationoftheTechnicalGuidelines.
theparticipantspreparedadetailedimplementationstrategy,theBeijingConsensusand
ImplementationStrategy(BCIS),focussingonNationalStrategiesandwithsupportthrough
regionalandinternationalco-operation.TheNCsgaveunanimousendorsementofthe
TechnicalGuidelines,Inprinciple,asprovidingvaluableguidancefornationalandregional
effortsinreducingtherisksofdiseaseduetothetrans-boundarymovementofliveaquatic
animals, and the workshop participants unanimously approved the associated
implementationstrategy.
ImplementationoftheTechnicalGuidelineswillcontributetosecuringandincreasing
incomeofaquaculturlstsinAsiabyminimizingthediseaserisksassociatedwithtrans-
boundarymovementofaquaticanimalpathogens. Theywillalsocontributetoregional
efforts to improve rural livelihoods, within the broader framework ofresponsible
management,environmentalsustainabilityandprotectionofaquaticbiodiversity.
