Preface
The 1st International Conference on Transportation Information and Safety (ICTIS2011)
in Wuhan, China from June 30 to July 2, 2011, has embarked on a new conference
series that looks into the problems and opportunities using a multimodal approach for
the sustained development of transportation system in China.
ICTIS 2011 is jointly organized by Wuhan University of Technology (WUT) and China
Communications and Transportation Association (CCTA), and is co-sponsored by
American Society of Civil Engineers (ASCE), Canadian Society for Civil Engineering
(CSCE), the Department of Engineering and Material Science of National Natural
Science Foundation of China (NSFC), the Intelligent Transportation Systems
Committee of Chinese Association for Artificial Intelligence (CAAI), Inland River
Navigation Technology Committee of Chinese Navigation Society (CNS), as well as
China Institute of Communications Education (CICE).
With over two decades of sustained economic development and urbanization, the
transportation network and system infrastructure in China has experienced the fastest
growth in its modern history in almost all the large and medium-sized cities as well as
in many rural areas. This is evidenced by the country’s spreading national, provincial,
and local highways, the growing number of urban subway systems and the high-speed
trains, the expanding airports in major cities and the emerging regional and municipal
airports in many small cities, and the increased waterway traffic and tonnage in inland
and international waters – all happening at the same time. The growing demand for
increased and improved quality of transportation services has led to conflicts among
different modes of transportation and between system expansion and environmental
conservation. To be sure, traffic congestions are exacerbating in urban cities and rapidly
sprawling to the suburban counties, while traffic accidents continue to grow in number
and degree of loss; on the other hand, railroad passengers continue to increase and
airports are experiencing more frequent delays today. As a whole, the fuel consumption
level by the country’s transportation sector climbs steadily and the air quality in major
cities continues to drop.
Modern information technologies and innovations in transportation safety management
are key to improving the system efficiency and enhancing traffic safety. Multimodal
and system wide approaches are needed to develop solutions to those problems that are
technically effective, socially equitable, environmentally sound, and economically
viable. ICTIS 2011 is held to promote sustainable transportation system development in
the context of information systems and safety. The conference provides a great
opportunity for researchers, practitioners, policy makers, and students all over the world
to share their most recent research findings, and exchange their experiences and visions
towards the challenging issues we are confronted with.

The conference received approximately 500 initial paper submissions in the above topic
areas from authors over twelve countries. The conference proceedings include 350
papers after careful reviews and revisions and the final papers are organized into four
volumes – (I) Highway Transportation, (II) Air Transportation, (III) Rail
Transportation, and (IV) Water Transportation. The proceedings of ICTIS 2011 are a
great information source and reference for conference participants and general
reviewers.
Acknowledgments
We foremost would like to thank the authors and conference participants for their great
contribution that has made the conference possible. A selection of excellent papers have
been recommended to the Journal of Transportation Engineering, Journal of Intelligent
Transportation System, Journal of Transportation Safety and Security, Journal of
