Waiver Control
 A CNCA (Conselho Nacional de Carregadores) certificate is mandatory for Angola.
 The loading certificate must be obtained by the shipper/forwarder before loading the cargo, and it should be
obtained from one of the CNCA agents around the world (http://www.cnc-
angola.com/index.php/agentes).
Pre-Shipment Inspection
The Angolan authorities decided that imported cargo to Angola does not require pre-shipment inspection
anymore. This decision applies as from June 12th, 2013. All the processes before this date have to apply
according to the previous directives.
However, all shippers should be as explicit as possible on cargo descriptions.

Prohibited Imports
Prohibited Import Decree 30/05/14 - Used Tyres / Used Spare Parts
Please note that, as per a new law in Angola, used spare parts and used tyres are forbidden goods in Angola.
Customs will block all shipments and such items will not be cleared. Customs can auction or destroy these
goods.

Prohibited Import Decree 28/02/14 – Vehicles / Batteries / Saccharine
We would like to remind our customers on the rules and regulations enforced in Angola by the Ministry of
Finances, Service National of Customs & Excise. By governmental decree number 57/DTC/GJ/SNA/14 issued on
28 February 2014 and effective 1 March 2014 the list of forbidden commodities is as follows:
 3.1 All goods which violates the rights of industrial property and counterfeit merchandise
 3.2 All goods forbidden for environmental reasons, moral, security, health, used tires,
o Right - hand drive car or which has been modified
o Used batteries
o Used motors
o Food substances containing saccharine
 3.3 Chemicals do not comply with the Montreal Protocol (substances which deplete the Ozone layer)

Prohibited Import List
 Animals and by-products originated from the following areas affected by epizootics: Meat of swine and by
products of swine origin from South Africa due to outbreaks of classical swine fever; Live cloven-hoofed
animals (bovine animals, sheep, goats, swine, buffaloes, antelopes etc.) and animal products thereof,
originated from the State of Mato Grosso in Brazil and its neighbouring states like Mato Grosso,Sao Paolo,
Parana, Goias and Minas Gerais, due to outbreaks of Foot and Mouth Disease (FMD);

Restricted Imports
 Instruments to distil spirits cannot be imported without authorization from the Cabinet
 Importation of denatured pure alcohol must be approved by the Ministry of Health
 Animals and by-products cannot be imported without authorization from the veterinary entities
 Radio, transmitters, receivers and other devices cannot be imported without authorization from the National
Post Authorities
 Weapons and ammunitions cannot be imported without authorization from the Ministry of Interior
 Dogs must be immunized against hydrophobia
 Cards game has to be sealed as per the related regulation enforced
 Pharmaceuticals substances cannot be imported without authorization from the Health Ministry
 Fireworks and explosives cannot be imported without the authorization from the Ministry of Interior
 Explosives intended for the mining industry
 Medicines which containers do not mention active agents, cannot be imported without authorization from
The Health Ministry
 Cigarettes paper, and other material used in cigarettes filters, can be imported only by license holders
 Plants, roots, tubercles, bulbs, germs, buds, fruits, seeds and crates/other packages containing these
products, cannot be imported without a license issued by the Ministry of Agriculture;
 Saccharine and derived products cannot be imported without authorization from the Ministry of Health;
 Non-iodized salt can be imported with the authorization of Ministry of Fish;
 Fiscal or postal stamps can be imported exclusively by the Angolan State;
 Poisonous and toxic substances and drugs, cannot be imported without an authorization from the Ministries
of Agriculture, Industry and Health;
 Roulette and gambling machines are prohibited by law;
 Goods without a label or marking indicating the country of origin;
 Electrical energy needs an authorization from the competent authority;
 Grains and seeds, of any variety, genetically modified or transgenic, unless otherwise destined to Food Aid
Programs.

APPOINTED PSI COMPANY (IES): BUREAU VERITAS and COTECNA
SELECTION OF PSI COMPANIES: At discretion of Importers
TYPE OF PSI SCHEMES: Voluntary for all products
Goods submitted to voluntary pre-shipment inspection and covered by a
certificate issued by a PSI company, will benefit from the customs “Green
channel’ clearance system.
SCOPE OF DUTIES: (cid:1) Quality, Quantity
• Export market price (for foreign exchange purposes)

• Value for Customs purposes (based on GATT Valuation Code)
• Assessment of Import Duty

MINIMUM VALUE SUBJECT TO PSI: No minimum value. Import license (Documento Unico Provisorio [DUP]) is
not required for pro forma invoices with value below USD 5000.
PART SHIPMENTS: Need approval from the Ministry of Commerce (MINCO). Relevant pro
forma invoices or DUP will have to be stamped accordingly

2. Pre-Shipment Inspection Order (P.I.O.) - The instruction for BIVAC to inspect
P.I.O. NAME: Pedido de Inspecção Pré-embarque (PIP)

ISSUED BY: BUREAU VERITAS Liaison Office upon Importer’s application.
However, the importer will have first to apply to the Ministry of Commerce
to get import licence approval. If after 60 days, the importer hasn’t started
his importation process yet, his import licence will be cancelled.
VALIDITY: PIP is valid 6 months not renewable taken from the pro forma invoice
(PFI) endorsement date by the Ministry of Commerce (inspection and
shipment of goods (B/L date) completed).

AMOUNT BY WHICH P.I.O. VALUE
MAY BE EXCEEDED: + or - 5% of the CFR value /Quantity/Weight.
However, Customs Authorities will accept clearing processes with
discrepancies:
a) If importer accepts discrepancies, he should send BV an acceptance
letter;
b) If importer doesn't accept discrepancies, he should provide BV with a
new license to transfer file.
c) If exceeding - 5%, the importer can get approval for partial shipments
from the Ministry of Commerce or any of the previous options a) or b).
CHANGES FROM SEA TO AIR: To be approved by the importer
DESTINATION INSPECTION: (cid:1) Allowed by Customs upon request from the importer. The importer will
be fined for any infringement and reoccurrence by Customs.
(cid:1) Re-inspection upon arrival at request of Sanitary, Police, Customs
authorities, where containers seals have been broken, or where goods
present risk to public health, environment, national industry or to customs
revenues collection. The selection will be done at random.
3. Inspection requirements/restrictions
SEALING OF F.C.L.CONTAINERS Required. FCL/LCL containers, if consolidated goods involved one
exporter/one importer will also be sealed.
SECOND-HAND GOODS: See sections 7 and 8. Used motor vehicles must comply with age
requirements of Presidential decree No. 135/10. Light vehicles must not
be older than 3 years, while heavy vehicles (GVW > 3500kg) must not be
older than 5 years, taken from the date of production. No NNRF will be
issued for not compliant vehicles. In case the vehicle is shipped anyway
by the exporter, the vehicle will be destroyed at its arrival in Angola.

RESTRICTED IMPORTS: See section 8
LABELLING REQUIREMENTS: Labelling in Portuguese of foodstuff, perfumery and cosmetics,
pharmaceuticals and chemicals is mandatory. Labelling in other
languages of other goods is permissible, but Portuguese remains highly
recommended.
Retail packages of goods commonly traded with expiry date, must show
the following information: batch number, expiry and/or manufacture date.
Individual packages of foodstuff, perfumery and cosmetics,
pharmaceuticals and chemicals must show the following mandatory
information as set out in the annex I to IV of the Executive decree No.
124/06:

3. Inspection requirements/restrictions (cont.)
# Foodstuffs: type of product, producer's name, batch references,
preservation, conditions of storage, production / validity dates, fat content,
capacity, volume of alcohol etc., in conformity with the product. Labels as
well as instructions for use must be written in Portuguese.
# Pharmaceuticals: name of the manufacturer, label, name of the
product, basic quantity of content, batch number, origin, manufacture and
validity dates, must be shown on each retail package. Instructions for use
must be written in Portuguese.
# Perfumery and cosmetics: manufacturer’s name, brand name,
alcohol content, description, distributor and/or seller, dates etc. In case of
glass or other fragile goods, the corresponding indication “Fragile”,
“Glass” must be stated.
# Chemicals, including hydrocarbon, oils, lubricants, packed in
bottles, cans, barrels, bags, casks or any other form of packaging: name
of the product, chemical content, capacity, handling recommendations,
relevant IMDG code for dangerous products, gross and net weights,
importer's name and destination. Recommendations for use and
protection must be written in Portuguese. The labelling requirement in
Portuguese doesn’t apply to oil companies which imports chemicals for
their own purpose.
OTHER SPECIAL REQUIREMENTS: # Foodstuffs, pharmaceuticals, perfumes and cosmetics, and chemicals
to meet the Angola's specific requirements set out in the annex I to IV of
the Executive decree No. 124//06.
# Verification of the production and expiry dates, as well as the
remaining storage time at the date of inspection of goods commonly
traded with expiry date. The remaining shelf-life must not be less than
25% of the total shelf-life, taking into account the time of transportation,
without prejudice to the requirements set out for pharmaceuticals and
perfumery and cosmetics. For pharmaceuticals, perfumery and
cosmetics, the remaining shelf-life must be more than 50 % of the total
shelf-life of the product, with a minimum of 6 months.
# Automotive vehicles must have left-hand steering and observe the
legal requirements of safety, manufacture and roadworthiness. They must
enter the customs territory of Angola with their origin license plates and
identification plate containing serial number (VIN plate).
For used automotive vehicles that complete 3 years (light vehicles) or 5
years (heavy vehicles), inspection will have to take place not later than 3
months before the age limits to allow the vehicle to be shipped and
cleared from Customs in a timely manner. For instance, light vehicles
manufactured in 2011, will have to be inspected up to 30-09-2014, and
will have to reach Angola before 31-12-2014.
