TheCommission on GovernmentForecasting & Accountability is a bipartisan legislative support service agency
that is responsible for advising the Illinois General Assembly on economic and fiscal policy issues and for
providing objective policy researchfor legislators and legislative staff. TheCommission’s board is comprised of
twelve legislators-split evenly between the House and Senate and between Democrats and Republicans.
The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of
analysts and researcherswho analyzepolicy proposals, legislation, state revenues& expenditures, and benefit
programs, and whoprovide researchservices to membersand staff of theGeneralAssembly. TheCommission’s
Revenueand Pension Units annually publish a number of statutorily mandated reports as well as on-demand
reports in regard to Illinois’ financial and economic condition, the annualoperating and capital budgets, public
employee retirement systems, and other policy issues. The Research Unit fulfills research requests from
legislators, legislative committees, and partisan staffs. The staff’s areas of expertise include law generally,
scienceandtechnology, taxation, education, local government,economics andfiscal affairs,andthepolitical and
social history of Illinois. Additionally, the Research Unit publishes the First Reading newsletter, Illinois Tax
Handbook for Legislators, Federal Funds to State Agencies, various reports detailing appointments to State
Boards and Commission, and a number of other publications.

Note on appointment and expiration dates
When an appointment or expiration date is denoted as "--", it means one of the following:
· The date is not specified in the law, or a date is specified in the law, but we do not know when the
original appointment was made;
· the appointment authority did not specify a date in its letter of appointment;
· the appointee is an ex officio member who is serving for an unspecified term; or
· an appointee continues to serve until a successor is appointed, but to our knowledge no successor
has been appointed.

When an appointment or group of appointments need to be confirmed by the Senate, in the heading of
the section with that appointment(s) it will note "Confirmation Required."
When an appointment does not require Senate confirmation, the entry will be left blank.
Note on vacancies
Public Act 86-1324 (25 ILCS 110/1) requires anyone authorized by law to make an appointment to any
agency, board, commission, or other body of state government to report the appointment to the
Commission on Government Forecasting and Accountability. This report contains the names of any
appointment reported to the Commission on Government Forecasting and Accountability through
January 31, 2019. Where the appointing authority has not notified the Commission on Government
Forecasting and Accountability, a vacancy is indicated in this report.
