The Language Assessment, Referral and Counselling Centre (LARCC) of Catholic
Social Services was commissioned by Alberta Learning to compile the Directory of
ESL Programs and Services in Selected Urban Centres in Alberta.
This compilation of information was designed to serve as a g eneral guide to ESL
programs and services, and should not be considered a f ully authoritative list of programs
and services in the selected urban Albertan centres or an endorsement of the programs
and services listed.

LANGUAGE ASSESSMENT, REFERRAL AND
COUNSELLING CENTRE (LARCC)

SERVICES OFFERED:
► Assessment of newcomer’s learning needs, including previous education, work experience and
personal goals.
► Assessment of English language skills, including the administration of the Canadian Language
Benchmarks Assessment.
► First language skills evaluation with emphasis on literacy skills.
► Referrals to English As a S econd Language programs, upgrading, short-term skills training, post-
secondary/vocational training, college and other educational options.
► Education and career planning, including assistance with goal setting, short and long term planning,
information on accreditation procedures, apprenticeship, academic and technical upgrading,
employability requirements, job-search and employment programs. Individual and group sessions
available.
► Assistance in accessing educational programs, student financial assistance and other support services.
► Follow-up of clients who received services.
► Workshops and information sessions for professionals and students.
► Bi-annual publication of the “Directory of ESL Programs and Services in Selected Urban Centres in
Alberta.”

IMMIGRANT LANGUAGE AND VOCATION ASSESSMENT
REFERRAL CENTRE (ILVARC)
A S ervice of the Calgary Immigrant Aid Society
ILVARC is funded by two levels of government:
Provincial: Alberta Learning
Federal: Citizenship and Immigration Canada
Purpose/Target Group(s):
The centre assists immigrants and refugees to:
• - d etermine their English proficiency and/or
• access language training opportunities and/or
• advance their vocationaEcareer/employability goals and/or
• enhance their educational opportunities and/or
• access support services
In order to accomplish its mission the Centre also serves the stakeholders and the community by:
• identifying and analyzing clients’ needs;
• referring clients to the language, education and training programs;
• sharing information;
• providing networking/liaison opportunities, and
• conducting workshops
The purpose of the Centre is achieved through the provision of the following services:
1. First Language Literacy and English Proficiency Assessment
2. LINC/ESL Eligibility Determination, Assessment and Referral
3. Educational Planning
4. VocationaECareer/Employability Planning
