1.0 INTRODUCTION
1.1 PURPOSE
Thepurposeof thisNational GridElectricSystem Bulletin (ESB) isto:
1. Provide generalrequirementsandrecommendationsfor allgeneratorsconnected in parallel
with theelectricpower system (EPS) operatedbyNational Grid(the“Company”). Stand
alone generatorsserving isolated load, which can never be connectedin parallel with the
Company’s EPS, arenot subject totheserequirements.
2. Ensure compliance with North AmericanReliabilityCorporation(NERC) Standard FAC-001-
2 – FacilityInterconnection Requirements, effective January1, 2016. Along with all of the
Company’s Electric System Bulletins, themost current version of ESB 756 is available
electronicallyat: www.nationalgridus.com/electricalspecifications.
3. Ensurethat theelectrical reliabilityand securityof theCompany’s EPS and thelarger power
system grid ismaintainedfollowing connection of theparallelgenerator tothe utilitysupply.
4. Refer Generator-Owners or interconnecting customers(IC) totheapplicable Federal Energy
RegulatoryCommission(FERC) or state-specifictariff regulations pertaining toparallel
generators.
1.2 SCOPE
1. This ESB addressesFERC-jurisdictional interconnections, where thegenerator wishes to
interconnect to:
 A transmissionsystem owned byNational Grid that is administrativelycontrolled bya
regional independent system operator (“Regional ISO”);

 A distributionor sub-transmission line owned byNational Grid(which is presently
interconnectedto athirdpartyenergysupplier or generating facilityselling power intothe
wholesale market)for the purposeof selling power intothewholesale market.
2. This ESB alsoaddresses state-specificrequirements pertaining to parallel generators.
Thesearecontained in individual appendices at the end of this document.
1.3 GENERAL RULES, AND CODES, STANDARDS AND REFERENCES
1. All newparallel generator installationsrequirean interconnection study, done at customer
expense, todeterminesite-specificrequirements(i.e. supplyvoltage, interconnection and
service arrangement, location, andgeneration intent). Generationintent, in thiscontext,
refersto its enduse being either: (1) totalgenerator output energyfor internal use, i.e. peak
shaving, (2) sale, or (3) acombination. Additional interconnectionrequirementsfor new
generation connectionsto the115kVand above in NewYork and 69kV and above in New
Englandtransmission system shall conform withapplicable requirementsof the NY or NE
ISOTariffs, respectively. Notethat this could applyat lower system voltage levels depending
on whether theGenerator-Owner or IC isselling power into themarket.
2. For electrical specifications not covered bythisdocument, theCustomer shall refer tothe
Company’s other ElectricSystem Bulletins, see
www.nationalgridus.com/electricalspecifications.
3. Load customers(end-user facilities) wishing toconnect tothe Company’s transmission
supplysystem should consult theCompany’s ESB 750 Seriesfor UpstateNewYork,
Massachusetts, NewHampshire and RhodeIsland. Inaddition, consult the Companyfor
anyquestionsnot addressed bythosedocuments.
4. Thosewishing toestablish “transmissionfacilityinterconnections” with National Grid’s
transmission supplysystem shouldconsult theCompany’s TransmissionPlanning
Department. Requirementsfor newtransmissionfacilityinterconnectionsto the115kVand
above in NewYork and69kV andabove in NewEnglandtransmission system shall
conform with applicable requirements of the NY or NE ISO Tariffs, respectively.
5. TheGenerator-Owner’sor IC’sfacilityshall conform tothelatest revision of all local, state
andfederal codesand national standardsthat apply; individual state Independent System
Operator; Northeast Power Coordinating Council, Inc. (NPCC), andNERC, FERC, or
successor organizationsassociated with theoperation of suchsystems or entities.
6. TheGenerator-Owner’sor IC’sfacilityshall alsoconform to anyapplicable requirements of
statepublic utilityregulatorycommissions andanylocal, state,federal and/or other agencies
from which a review, approval, or apermit isrequired.
7. Theserequirementsgovernthe operation of generation in parallel with the Company’s EPS.
Theyconcern onlythosepoints inwhich theGenerator-Owner or IC andthe Companyhave
a mutual interest inthegenerator facility’s or premises’ wiring service connection toensure
safetytothe public andthe Company’s employees as well as satisfactoryoperation,
compatibility, andreliabilitywith the electrical supplyto others served bythe Company’s
EPS.
8. Regarding coordinatedjoint studiesof newfacilities andtheir impacts onthe Company’s
interconnectedtransmission systems, the NY or NE ISO, in accordance with theapplicable
sections of their respective tariffs, shall coordinate theconduct of anystudies requiredto
determine theimpact of the Interconnection Request onAffectedSystemswith Affected
TransmissionOwners and, if possible, includethose results(if available) in its applicable
interconnection studywithin thetimeframespecified in theseprocedures. TheRegional
ISO will include such AffectedTransmission Entities in all meetingsheld with the
InterconnectionCustomer asspecified intherespective Tariffs. Notification of newor
modifiedfacilities tothose parties responsiblefor thereliabilityof the interconnected
transmission systems will occur as soonasfeasible.

9. Thevoltage level, andMW andMVAR capacityor demand at the point of connection shall
be addressedin aSystem Impact Study, which shall:
a. Consist of ashort circuit analysis; a stabilityanalysis; apower flowanalysis; voltage
drop andflicker studies; protection andset point coordination studies; andgrounding
reviews, as necessary.
b. Statetheassumptions upon which it is based, statetheresultsof theanalyses, and
provide the requirement or potential impedimentstoproviding therequested
interconnection service, including apreliminaryindication of thecost andlength of time
that would be necessaryto correct anyproblemsidentified inthose analyses and
implement theinterconnection.
c. Provide a list of facilities that arerequiredasaresult of theInterconnection Request and
non-binding goodfaith estimates of cost responsibilityand timeto construct.
10.Distribution System impact studies shall incorporate adistribution loadflowstudy, an
analysis of equipment interrupting ratings, protection coordinationstudy, voltagedropand
flicker studies, protectionand set point coordination studies, grounding reviews, and the
impact on electric system operation, asnecessary.
11.Maintenance coordination and operational issuessuch asabnormalfrequencyand voltages
shall be addressedbythe RegionalISO.
12.Inspectionrequirementsfor existing or newfacilities, andcommunicationsand procedures
during normal andemergencyoperating conditions areaddressed in ESB755, “Operation
and Maintenance RequirementsFor Services Above 600 Volts”.
13.Anysubsequent sale of generation ownership, which separates itfrom the remainder of a
Customer’sfacility, requiresthe newGenerator-Owner or ICtoestablish aseparate
interconnectionfor thegeneration.
14.Applicable national standardsmayinclude:
 IEEE 519“Recommended Practices andRequirementsfor HarmonicControl in
Electrical Power Systems”
 IEEE 1547“Standardfor Interconnecting Distributed Resourceswith Electric Power
Systems”
 NFPA 850 “Recommended Practicefor Fire Protectionfor ElectricalGenerating Plants
and HighVoltage Direct Current Converter Stations”
1.4 DEFINITIONS
Companyis National Grid
CompanyEPS referstothe electric power system owned, controlled, oroperatedbythe
Companyand usedtoprovide transmission or distributionservices toitscustomers.
Generator interfacepoint isthe point of electrical connection of the parallel generator tothe
premise wiring.
Generator-Owner referstoanyNon-UtilityGenerator even thoughtheymayalso actuallytake
electric servicefrom theCompany.
InterconnectionFacilityreferstothosefacilities necessaryto effect thetransfer of electricity
from the parallel generator at the service point into theCompanyEPS.
InterconnectionPoint is where theinterconnectionfacilityconnectstothe CompanyEPS.
InterconnectionSystem isthecollection of all interconnection equipment andfunctions, taken
as agroup, usedtointerconnect aDR unit(s) tothe CompanyEPS.
Islanding isgenerationserving utilityload (or lines) without asynchronizing utilitysource
connected.
ISO securedtransmission system refersto deliveryvoltage systemsasdefined bytheNPCC
and controlled bya Regional ISO.

Isolation is where separation of electrical pointsof contact where interconnectionmayoccur is
at least 100feet apart.
Parallel generator is defined asgeneration connectedto abuscommonwith theCompany
EPS.
ProductionFacilityreferstotheGenerator-Owners’ or IC’s(producers’)parallel generator
facilities. It shall includeall facilities and equipment uptoand including the Production Facility’s
high voltage sidegenerator transformer disconnect or switches.
Wholesale DeliveryPoint shallmeanthe point on theCompanyEPS wheretheICmakes
capacityand energyavailable, as indicatedin theinterconnection agreement.

1. Electric System Bulletin (ESB) 756 AppendixA covers requirementsfor interconnecting
generationfacilities in parallel with National Grid’s (the“Company”) transmission and
distribution electric power systems(EPS) where owned and operatedin NewYork,
Massachusetts, RhodeIsland, NewHampshire,and Vermont.
2. ESB 756 AppendixA does not cover the NewYork StateStandardized Interconnection
Requirementsand Application Process For NewDistributedGenerators 5MW or Less
Connected in Parallel with UtilityDistribution Systems(NY SIR), or Massachusetts
Standardsfor Interconnecting DistributedGeneration (MA SIDG), or Rhode Island
Standardsfor Connecting DistributedGeneration(RI SCDG); seeESB 756 AppendixB, or
AppendixC, or AppendixD, respectively.
3. This ESBsupplementsthe Company’s ESB 750, Specificationsfor Electrical Installations,
and various technicalfederal and statetransmission operator jurisdictional requirements
(FERC, NYISO, andISO-NE) to provide general requirements, recommendations, and
assistancetocustomers(i.e., Generator-Ownersor interconnecting customers(IC))
regarding generator facilitysystemsconnected inparallel tothe Company’s EPS.

SCOPE
1. This AppendixAto ESB756 is provided toassist a Generator-Owner or ICdesiringto
interconnect ageneratorfacilityto NationalGrid’sEPS tomeet requirements of all
generating interfacing equipment to bedesigned,installed, interconnected, tested, and
operatedin accordancewith applicable government, industry, and Companystandards.
2. Theserequirements are limitedto onlythosepoints in which theGenerator-Owner orIC and
the Companyhave a mutual interest in thegeneratorfacility’s or premises’ wiring service
connectionto ensuresafetytothe public andtheCompany’s employees as well as

satisfactoryoperation, compatibility, andreliabilitywith theelectricalsupplyto othersserved
bythe Company’s EPS. This includes, but is not limitedto,
 the locationof theservice point andfacilities under the Company’s exclusive control,
such astheCompany’smetering tobe installedat anypoint on either side of theservice
point;
 service lateral;
 service equipment; and
 the Company’s need toautomaticallyisolate parallel sources of thegeneratorfacility
from the EPSshould there bean unacceptable disturbance, event, or condition within
thefacility.
Conditions of electricservice are based ongovernmental laws or regulations that determine
the Company’s authorityto provide electric service under their respective jurisdictional
electricitytariffs. See 90.2(B)(5) inthe National Electrical Code® (NEC) and theCompany’s
ESB 750for moreinformation.
3. Theserequirements pertain tothosetypes of parallel generation that include merchant
power plants, independent power producers(IPP), on-sitegenerators(OSG), andenergy
storagesystems(ESS) including distributedgenerators(DG) or distributedenergyresources
(DER), ESS, andmicrogrids not covered byretail interconnectiontariffs, and where DER
providers, or DER providersthroughDER aggregators, signontothewholesale or retailtariff
with theintent tosell energyor ancillaryservices to thewholesale or retail generation

limited tostored energy, regenerative drives used in elevators, andcomponent power
inverters usedin exercise equipment andanyother microscaletype of energyrecapture
systems.
1.0 GENERAL
1.1 Permitted Connections
TheCompanymaybeable to eliminatetheneedfor aspecificstudyin instancesof thebasis of
the available systems. The Companyshall determine thesuitabilityof agiven generator
connection anditsinterconnection voltage.
1.1.1 Secondary Gridand Spot NetworkAreas
For specifictechnical requirementsof parallel generation insecondarygridand spot network
distribution systems, seetheCompany’s ESB 756 Appendices B, C, andD. Additionally, the
