 Instructional Design:
The methodology of this course would be both theoretical and empirical. Mostly
lecture based, this course would also make use of pedagogical tools like
audio/visual presentations and project based activities. Creative tools like film
screening and debates would also be employed to make the lecture more
interactive. Organizing Seminars on contemporary themes with involvement of
resource persons will also form an integral part of the method of teaching.

 Assessment methodology:
The course intends to conduct continuous assessment. Students will be assessed
on the basis of projects, presentations and reports (including Book Reviews,
debates, film reviews etc.) of class room performances. 60% WEIGHTAGE

 End Term Assessment (Written Examination): 40 %

Course Description:

Politics permeates all aspects of human life. It is manifested in the activities of cooperation,
negotiation and struggle over the use, production and distribution of resources. It is an inescapable
dimension of the production and reproduction of society. Politics also acquires a negative connotation
when conceived as an activity which could be a combination of cynicism, mistrust and stifling
competition. It is then very often experienced as something distant and remote from everyday life.
These are stimuli to explore the domain of Politics which encompasses ideas, interests and institution
and is also a product of active interplay among these. This course puts politics in a theoretical
perspective for a general understanding as an academic discipline. It attempts to bring the theory and
practice of the discipline into a common focus. The course has been devised under six modules which
broadly deal with the idea of political, evolution of political ideas, characteristic themes, theories and
principles of dominant political ideologies, politics beyond nation states, understanding politics as
contestation and to understand patterns of institutional engagement and their responses.

Course Objectives:

Politics is best understood through inter-linkages of ‘ideas’, ‘interests’ and ‘institutions’ as these
represent three different ways of organizing human endeavor. The objective of this course is to
develop familiarity with these inter-linkages as well as with the contemporary debates in political
theory and thought. This course also aims to equip students to critically understand the issues of
global politics. Another 4 credit course on international relations and global politics is likely to be
offered in the next academic session and this course may also be considered as a foundation to it and
aims to familiarize students with the contemporary issues of global politics. This course will lay a
founding stone for students aspiring to study International Relations, Political
Theory/Thought/Philosophy, Development Studies, and Public Policy as their academic specialization
in future.

Course description:
The South Asian region has always been studied because of its prime importance, be it historical,
strategic, geographical, cultural, political or economic. This course is a unique combination of themes
and concepts drawn from conventional courses like Indian Government and Politics and Comparative
politics. The broad aim is to understand the South Asian region thematically, be it the political
structure and process of governance or the socio-economic dynamics operating in this region. This
will lead towards a holistic understanding of various challenges being faced by different countries in
the region, to name a few – political instability, terrorism, migration, ethnic conflict and economic
disparity etc. Considering the fact that countries in this region- India, Pakistan, Bangladesh, Nepal,
Bhutan, Sri Lanka & Maldives share a common historical background, the course will begin with the
understanding of their common past and there on build towards more contemporary and specific
developments. This course will equip students to gain knowledge and understanding of the interplay
of politics, economy, contentious issues and challenges experienced in this region. It will aid towards
broadening their perception of politics beyond the Indian sub-continent. Moreover, it will skill them
to develop a comparative approach towards study of politics.

Course objectives:

The methodology of this course would be both comparative and historical. Mostly, lecture based, this
course would also utilize pedagogical tools like class room presentations and group projects. Creative
tools like film screening and class debates would also be utilized to make the lecture more interactive.
Themes/ Modules:

Historical and Colonial Legacies: In this introductory set of lectures, students will be familiarised
with the South Asian region, the constituent countries, its geo-politics, historical background in light
of a common colonial legacy and struggle for freedom. It will also include a general appraisal of some
facets that converge and diverge across the region like culture, religion and ethnicity.

Comparative Political Systems: It will begin with a brief survey of different types of political
systems, existing across the region, using tools like timeline and flowchart. This exercise will escort
towards a critical assessment of ‘ideal-types’ of regimes like democracy (both representative and
participatory), authoritarianism, monarchy, military rule, decentralized governance, etc in relation to
experiences in different countries. Some case studies will also be presented to highlight atypical
situations that challenge set norms.

Constitutional and Institutional Frameworks: A glance at different constitutional frameworks and
the institutional structures in different countries in the region. It would also entail a study of federal
experiments in Pakistan; constitutional debate in Nepal and Bhutan; devolution debate in Sri Lanka
and federal and democratic experiments in Republic of India.

Economic Challenges in the Region: This would enable students to understand the parallel
developments in the economic sphere and different models adopted for attaining sustainability. There
are interlinked issues like deprivation and inequality within the region, especially, given the
hegemonic role played by India as a rapidly developing country. Recent developments like reforms
linked to structural adjustment programmes, foreign aid, debt relief, country level rankings like
Human Development Index will also be discussed. Also, the effectiveness of trade agreements like
SAFTA and SAPTA will be evaluated, in light of issues like illicit trading causing loss of revenue.
Success stories of economic empowerment of women through initiatives like micro-credit institutions
will also be taken up.

Social Issues: Having a rich social and cultural diversity in the region, apart from being a matter of
pride also creates multiple challenges. On the one hand, it creates valuable social networks through
migration, creation of a diaspora, inter-caste and inter-community linkages, etc. On the other hand, it
also increases chances of insecurity and intolerance that gives way to anti-social activities like
terrorism, religious fundamentalism amounting to fanaticism (India), preaching hatred and violence
towards minority and powerless communities and ethnic conflicts (Sri Lanka). Some movements in
this region have been ‘political’ in nature, as their goal is to attain democratization and stability by
overthrowing authoritarian regimes (Nepal, Pakistan, Burma, etc). Also, role and impact of
militarization on women and issues like sexual violence perpetrated on them will be discussed.

Regional Organisations and Networks: South Asian Association for Regional Cooperation
(SAARC), its role and relevance in contemporary times.
Cultural associations and Diaspora: Inter-regional ties and promotion of different forms of art,
music, literature and tourism. Role of associations like Indian Council for Cultural Relations (ICCR).
