Beyond the Anarchical Society
EdwardKeenearguesthatthepopularideaofan‘anarchicalsociety’of
equalandindependentsovereignstatesisaninadequatedescriptionof
order in modern world politics. International political and legal order
hasalwaysbeendedicatedtotwodistinctgoals:ittriestopromotethe
tolerationofdifferentwaysoflife,butatthesametimeitpromotesone
specific way of life that it labels ‘civilization’. The nineteenth-century
solutiontothiscontradictionwastorestrictthepromotionofcivilization
totheworldbeyondEurope.Thatdiscriminatorywayofthinkinghas
nowbrokendown,withtheresultthatasingle,globalorderissupposed
toapplytoeveryone,butthathasleftuswithaninsolubledilemmaas
towhattheultimatepurposeofthisglobalordershouldbe,andhowits
politicalandlegalstructureshouldbeorganized.

previously taught at the School of Oriental and African Studies in
London and at the Georgia Institute of Technology in Atlanta. With
