The National Institute of Building Sciences (NIBS) is pleased to publish the third edition
of this document, Asbestos Abatement and Management in Buildings, Model Guide
Specifications, for use by the sectors of the building and environmental communities
engaged in asbestos abatement and maintenance and repair activities.
The Institute would like to acknowledge the financial support provided by the U.S.
General Services Administration for the development of this document which is a
regulatory update of the second edition. The Institute would also like to acknowledge the

The understanding of methods to deal with friable and nonfriable asbestos containing
materials in buildings continues to evolve. Although many advancements have been
made, improvements are still needed in many aspects of asbestos abatement and
management practices. Procedures involving air monitoring and microscopy are
sophisticated and involve highly specialized and skilled professionals. Standards and
regulations for asbestos abatement continue to evolve and change.

This consensus document attempts to set forth the "state-of-the-art" of asbestos abatement
and maintenance and repair in buildings today. Experts from a broad cross-section of the
building, scientific, and medical communities helped shape the guide specifications as a
resource document. It is intended that designers, environmental consultants, building
owners, and contractors avail themselves of this reference tool and obtain the necessary
expertise with which to make rational decisions concerning asbestos.
The Institute's Board of Directors recognizes and appreciates the extensive and highly
professional effort and expertise that went into this document and is especially grateful to
the members of the project steering committee who worked diligently to coordinate the
development of the manual. A valuable public service has been performed by the
