Dear Mr. Mills:

I am writing to submit as a scoping comment the attached petition, signed by more than
2000 AMC members, supporters, and advocates. The petition calls on the Department of
Energy to ensure that the Environmental Impact Study includes a comprehensive and
methodologically sound study of the potential visual impacts of the Northern Pass project
as proposed.

AMC’s members believe that erecting thousands of steel lattice towers that will loom
above the tree canopy is incongruous with and will permanently scar New Hampshire’s
iconic landscape. The proposed corridor bisects the state, and runs parallel to I-93, the
main tourist thoroughfare to the White Mountains and beyond. The proposed route
traverses ten miles of the White Mountain National Forest, impacts the Appalachian
National Scenic Trail (a unit of the National Park system) at multiple locations, and will
create over 40 miles of new corridor through northern New Hampshire’s remote and
undeveloped landscape. The project as proposed represents a huge cumulative visual
impact and should be analyzed as such. In addition, this thorough cumulative visual
impact analysis must be unbiased and, regardless of the Applicant’s business interests,
must include a comprehensive look at all reasonable alternatives to negate this visual
impact, including burying the proposed transmission line on terrain where it would be a
more practical option than in the proposed corridor.

The Northern Pass transmission project as proposed, and the more than 1,000 towers up
to 135 feet high it entails, will cut a devastating swath through more than 140 miles of
New Hampshire’s iconic scenic landscape, impacting over 95,000 acres, including 3,000
acres in the White Mountain National Forest and multiple viewpoints along the
Appalachian National Scenic Trail.
We, the undersigned, petition the Department of Energy to ensure that the required
analysis of environmental impacts (EIS) includes a comprehensive and methodologically
sound evaluation of the visual impacts of the Project as proposed.
