Consent Order
Dear Kathryn,
In accordance with section 46 of the Planning Act 2008 detailed below is the required
information as supplied to prescribed consultees complying with section 42 o f the
Planning Act 2008 in relation to the North Wales Wind Farms Connection Project (the
“Project”).
SP Manweb Ltd is developing the Project. This is a new electricity distribution project
which will connect four proposed wind farms to the electricity system. SP Manweb is
proposing a new 132kV overhead line from a substation in the Clocaenog Forest to a
point south of Glascoed Road, Cefn Meiriadog (from which point a connection will be
made to the existing St Asaph substation by an underground cable).The Project will start
and finish in Denbighshire and also run through the Conwy Council area. The proposed
line would be built on wood poles (either double or single) for the length of the route. Plan
3.1a shows the preferred route alignment within which the overhead line would be
situated.
SP Manweb has a statutory duty under the Electricity Act 1989 to connect new electricity
generators to the electricity distribution network and, therefore, new electrical
infrastructure is required in order to connect the four wind farms.
SP Manweb is consulting on route alignment(s) (approximately 100m wide) and it is
proposed that the DCO application will be made for an updated route alignment (updated
in light of statutory consultation and an environmental and technical evaluation). The final
line and pole positions will be located within the route alignment. Indicative line and pole
positions have been identified for the purposes of carrying out assessments and preparing
indicative visuals. The indicative line and pole positions run down the centre of the
proposed route alignment. Plan 3.1a on the enclosed DVD shows the proposed route
alignment within which the overhead line would be situated.

The Project is classified as a Nationally Significant Infrastructure Project which means that
a Development Consent Order ("DCO") is required to build, operate and maintain it. SP
Manweb is proposing to make an application for a DCO in respect of the Project under
section 37 o f the Planning Act 2008. The DCO application will be processed and
examined by the Planning Inspectorate who will make a recommendation to the Secretary
of State for Energy and Climate Change. The final decision on the DCO application is
made by the Secretary of State.
The Proposed DCO will include powers for SP Manweb to construct, operate and maintain
the Project. The DCO will also seek the compulsory acquisition of land and rights over
land, including rights to use land, for the proposed Project together with temporary
possession of land.
The following documents are provided as information which will be s upplied for the
purpose of complying with section 42 of the Planning Act 2008, and are identical to those
to be provided to consultees under section 42 at the commencement of consultation on
Thursday 20th March 2014.
1. A copy of the Overview Report which outlines the Project application and
summarises the technical documents that have been made available for
consultation and are included in the DVD (includes a non-technical summary of the
PEIR)
2. A copy of the Preliminary Environmental Information Report
3. A DVD containing the PEIR and other consultation documents
4. A copy of the notice published in accordance with section 48 of the Planning Act
2008 and R egulation 11 of the Infrastructure Planning (Environmental Impact
Assessment) Regulations 2009.
