Bureau of Feed and Seed
The Missouri Department of Agriculture (MDA) Plant Industries Division, Bureau of Feed and Seed (Bureau) assists the
2020 Program Review
state’s feed industry and consumers through inspecting and testing product and providing information to consumers to
assist in making buying decisions. The Summary Report of 2020 Commercial Feed Inspections includes data from over
1,200 inspections and over 33,270 laboratory tests. This report is provided as an annual review of the bureau’s
responsibilities and accomplishments and as reference material.

COVID 19 made 2020 a challenging year for the Bureau and the regulated industry. The Bureau extends it thanks to the
many firms in our state that worked with the Bureau to continue to assure a safe and secure feed supply through the
difficult circumstances we experienced this past year.

Despite the challenges of COVID 19, in 2020 the feed program took major steps to increase its regulatory capacity and
pivot the program to more of a focus on food safety. On June 8, 2020, with the assistance of an FDA grant, the Missouri
Department of Agriculture’s Bureau Feed and Seed became the 8th state to be found by FDA audit staff fully compliant
with all eleven Animal Food Regulatory Program Standards (AFRPS). This grant also made it possible for the Missouri
Department of Agriculture Feed Control Laboratory to become ISO IEC 17025 accredited. This establishes a quality
management system for the laboratory. Full implementation of the AFRPS standards was the culmination of 5 years of
work and made possible by a $3,000,000 FDA grant. We believe these successes represent significant contributions to the
Missouri Department of Agriculture’s achievement of its mission: “To serve, promote, and protect our agricultural
producers, processors and consumers of Missouri’s food, fuel and fiber products”.

The Bureau was successful in receiving approval of its application for two FDA Cooperative Agreement grants. One of the
grants is to maintain its Animal Food Regulatory Program Standards. This 5 year, $1,500,000 grant will be utilized by the
Bureau to maintain the AFRPS over the next 5 years. In addition, the Bureau received a 5 year, $1,500,000 grant to build
capacity to inspect animal food facilities for compliance with the Current Good Manufacturing Practices (CGMP) and the
Preventive Control (PC) Rule for Animal Food under state authority. The Bureau has seven staff trained to conduct
inspections under (21 CFR Part 507 ) as part of the Food Safety Modernization Act. MDA staff performed GMP/PC
inspections in 2020.
Staff inspected Missouri feed facilities to review the practices of manufacturers and/or distributors of feed products
containing prohibited mammalian protein in compliance with Federal Rule 21 CFR Part 589. These inspections are
designed to make sure no prohibited protein is fed to ruminant animals. In 2020, the Bureau performed 24 BSE
inspections.

Eleven GMP inspections of federally licensed medicated feed manufacturing establishments were performed by MDA staff
in 2020. These inspections also included coverage under the 507 CGMP and PC rules. An additional 50 medicated feed
inspections were conducted at medicated feed production plants not licensed by FDA. Of the 63 inspections made at these
plants, 27 of the firms were also inspected for compliance with the 507 cGMP rules for animal food. These inspections are
a vital part of the food safety initiative for all animal feed. The program is intended to ensure legally approved levels and
combinations of drugs and antibiotics are used in feed products and that each facility’s housekeeping, records, labeling,
cleanliness and other practices are in compliance with 21 CFR Part 225.

Food safety is also addressed in the bureau’s annual survey of corn produced in the state. In addition to providing test
information to manufacturers for crude protein levels, the bureau tests for aflatoxin, fumonisin, vomitoxin and
zearalenone. If corn is found containing toxin levels exceeding FDA guidelines for safe use for livestock, notifications are
sent immediately to the facility at which the corn was sampled. Toxin levels in corn were generally low in Missouri corn in
2020.

The Bureau of Feed and Seed inspectors responded swiftly to ten complaints in 2020 about the quality or safety of feed or
feed ingredients. When problems required testing beyond the scope of the feed program or the capabilities of the Missouri
Feed Control Laboratory, other agencies were utilized or samples were sent to other laboratories for testing.

The Bureau of Feed and Seed cooperates with the Plant Pest Program and the USDA to obtain samples from Missouri’s
wheat production on a biannual basis. The assurance provided by this testing allows Missouri wheat to be exported to
many countries that require the testing. No samples were collected for karnal bunt wheat disease in 2020.

The Bureau of Feed and Seed took regulatory action against unlicensed companies or those who failed to file tonnage
reports. Those actions are reported in “Violations Other Than Failure to Meet Label Claims.”

In 2020, inspectors collected 4,082 samples of finished feeds and feed ingredients. The collected samples were tested for
adherence to label guarantees, resulting in 33,271 individual assays in 2020. If testing revealed a deficiency or excess from
the guaranteed analysis or something of a detrimental nature, a Withdrawal from Distribution Order was issued
immediately. There were 536 withdrawals issued in 2020, for a statewide compliance rate of 87.09%. A total of 311 service
and complaint samples were analyzed in 2020.
The Missouri Feed Control Laboratory analyzed six customer-formula samples in 2020. Customer-formula feeds are those
for which the customer has designed his own ration and asks for specific ingredients in specific quantities to be blended by
the manufacturer. Each customer requesting the feed, as well as the manufacturer of the feed, received an analytical report
showing nutrient levels found in the sample. In addition, customers received a questionnaire to confirm they received the
quality of feed requested.

The Excellence in Compliance Award Program recognizes feed companies who have achieved at least 90% adherence to
label guarantees on five or more samples tested by the laboratory. The companies must also be up-to-date with all fees and
reporting. Eighty-three companies qualified for the award in 2020. Fifty of those are located in Missouri.

Guidelines for Aflatoxin Levels
Corn containing less than 20 parts per billion aflatoxin is considered safe by the U.S. Food and Drug Administration for
use in all animal feed. Corn exceeding 20 ppb can be fed only for specific age, weight, and production stage. Corn
exceeding 300 ppb must be blended with corn containing little or no aflatoxin before feeding is allowed to specific age,
weight, and production stage of livestock. Before corn can be blended for out-of-state shipment, the U.S. Food and Drug
Administration must be notified and permission obtained from the Missouri Department of Agriculture for this to be
allowed.

Guidelines for Fumonisin Levels
Drug Administration for use in all animal feed. Corn and corn by-products exceeding 5 ppm can be fed only for specific
species, age, and production stage. The recommended maximum levels for fumonisin in animal feeds that FDA considers
achievable with the use of good agricultural and good manufacturing practices are presented below. FDA believes that
controlling fumonisin to these recommended levels can reduce exposure to fumonisin that may be found in corn products
intended for animal consumption.

2020 Corn Survey
The Missouri Department of Agriculture is happy again to report the results on our annual monitoring of aflatoxin in corn.
This survey has been reported yearly since 1993. We also analyze all customer complaint samples for aflatoxin when
symptoms suggest adulteration. Laboratory tests are conducted to determine the average crude protein in corn. In 2020,
the average crude protein for corn was 7.59%, higher than 7.45% in 2019’s corn crop. Each sample was adjusted to a
13.5% moisture level.

Samples of corn are drawn from counties having an expected production of greater than 1.5 million bushels, with one
sample added for each additional two million bushels produced. 154 samples were tested for aflatoxin. Only seven positive
results were found. Two samples tested to be in the 10-20 ppb range, three in the 20-49 ppb range and two in the 100-199
ppb range. Eighty-one samples were tested for fumonisin. Twenty-two positives were found; nine in the 5-10.0 ppm,
eleven in the 10.1-20 ppm range, and one in the 21.1-30 ppm range.
