Executive Summary
This Environmental Impact Statement (EIS) has been prepared for Traco Pty Ltd. It presents the
findings of a comprehensive environmental evaluation of planned upgrades to industrial factory
warehousing for the recycling of passenger and commercial tyres. The focus of the project is to
internally fit out two warehouses and install recycling plant and equipment to enable the recycling of
tyres in two stages, with Stage 1 being up to 4,999 tonnes of tyres per annum, and increasing to 20,000
tonnes of tyres per annum in Stage 2. The facility is located at 191 Arthur St, Homebush West (Lots A
and B, DP 394265).
The EIS study evaluates the social, environmental and economic impacts and benefits of the project.
The EIS defines the context of the proposed development, and examines those issues considered to
be relevant. This EIS considers the potential environmental effects of the proposal during construction
and operation, and proposes mitigation measures to prevent, reduce or offset significant adverse
impacts on the environment. The aims of this EIS are to:
• Identify all constraints affecting future development on the subject site;
• Consider the economic, social and environmental impacts of the proposed development; and
• Assess the capability of the subject site to support the proposed development.
In delivering this EIS, Jackson Environment and Planning Pty Ltd has undertaken all statutory planning
assessments, including the preliminary hazard analysis and environmental risk assessment, including
stakeholder consultation. We consulted with neighbours, Strathfield Municipal Council, NSW
Department of Planning and Environment, the NSW Environment Protection Authority and Roads and
Maritime Services. We have also conducted the soil, water, waste management and waste and
chemical assessments. Northstar Air Quality, Far West Consulting Engineers (NSW) and Waves
Acoustic Consulting have undertaken the specialist air, noise, and vibration impact assessment,
respectively. Hemanote Consultants Pty Ltd has undertaken the transport and traffic impact
assessment. Live Elegant Building Designs completed the architectural designs. Sparks & Partners
completed the stormwater and drainage plan and designs for the development. And Benbow
Environmental has undertaken the fire safety study.
The EIS addresses the NSW Department of Planning and Environment’s Secretary’s Environmental
Assessment Requirements. Consent is now sought for the proposal under the Environmental Planning
and Assessment Act 1979.
This EIS has been prepared in accordance with the requirements of the Environmental Planning and
Assessment Act 1979, and Clause 6 and 7 of the Environmental Planning and Assessment Regulation
2000. The EIS has also been delivered to meet the Secretary’s Environmental Assessment
Requirements, which were issued on 30th May 2017 by Mr Chris Ritchie, Director, Industry
Assessments as a delegate of the Secretary (SEAR’s No. 1153).
The proposed development is considered to be Designated Development under Clause 32(1)(d)(i) of
Schedule 3 of the Environmental Planning and Assessment Regulation 2000. The development is also
considered to be Integrated and will require an Environment Protection Licence from the NSW
Environment Protection Authority under Schedule 1 of the Protection of the Environment Operations
Act 1997.

This EIS has assessed the potential environmental impacts associated with the modifications of Traco
Pty Ltd’s industrial factory warehouses at 191 Arthur St, Homebush West. The proposal will enable
the efficient and safe storage of tyres for shredding and recycling in a two-stage process, which will
assist in meeting the current and future recycling demands for passenger and commercial tyres in
Sydney.
The EIS has considered a range of social, environment and economic factors of the project, with a
focus on Ecologically Sustainable Development principles. The study found that there were no
significant environmental impacts that could not be mitigated by appropriate mitigation measures and
management strategies.
The environmental assessment process has been used to inform the upgrade to the site and ensure
operations will be sustainable and create minimal disruption to neighbours and the local community.
Tyre receival, processing and recycling operations have been designed to minimise traffic impact on
local roads, avoid noise and dust emissions, effective management of wastes, protection of soils,
surface and ground water quality, and minimisation of risk of fire at the site.
The facility will provide for additional tyre recycling in Western Sydney and broadly across the Sydney
region. The current and proposed development features of the site are listed in Table E1. The
proposed development can be implemented with minimal adverse environmental impacts as
demonstrated throughout this assessment and is justified in terms of overall economic benefits to
both local, state and national economies.
The tyre recycling services to be provided by the Traco Tyre Recycling Facility will better meet demand
and assist in meeting community expectations for efficient and effective recycling of the tyres. The
facility is in the IN1 General Industrial zone of Homebush West. The facility will provide an important
employment role, not only at the facility itself, but also in related industries such as suppliers of
equipment, waste collection and recycling services.
The proposed development involves a modification to the current uses of two industrial factory
warehouses, to enable the facility to be used for the receival, processing and recycling of passenger
and commercial tyres. In Stage 2, the facility will require an Environment Protection Licence from the
NSW Environment Protection Authority.
The facility will help achieve a significant reduction in solid waste to landfill and assist the NSW
Government to reach it’s recycling target of 70% for commercial and industrial waste by 2021. The
proposal will have positive flow on effects throughout the local economy through the creation of 8
new direct jobs. An economic analysis of the project also suggests that development will inject $150M
into the Western Sydney economy over the next 20 years.
