Acknowledgements
The Economic Research Unit at the University of Natal has focused
much of its attention over the past 25 years on economic relations
among Southern African countries, especially those between South
Africa and its partners in the Southern African Customs Union. This
book is the latest product in a long line of research in this interesting
and important field.
Much of the ERU's work has taken the form of confidential reports
to sponsors, and some has appeared in journal articles or chapters in
books. During the 1980s, however, the results of three large projects on
the region were published in monograph or book form. In 1983-4
transportation policies in eight countries were examined (G. G.
Maasdorp, Transportation and Economic Development in Southern
Africa [Durban: Economic Research Unit, University of Natal,
1984]). From 1983-6 labour relations between South Africa and its
neighbours were investigated, the results appearing in a two-part
report by A. W. Whiteside under the general title of Some Aspects of
Labour Relationships Between the Republic of South Africa and
Neighbouring States (Pretoria: Human Sciences Research Council).
Part I - Legislation and Agreements was published in 1985 and Part II
- Economic Aspects in 1986. In 1985 the ERU commissioned a series of
papers on government industrial _policies from economists in the
region. These were presented at a workshop in Swaziland in 1986,
and were ultimately published in book form (A. W. Whiteside [ed.],
Industrialization and Investment Incentives in Southern Africa, [Pieter
maritzburg: University of Natal Press and London: James Currey,
1989]).
The project on which this book is based was launched in 1988. A
notable lacuna in the discussion at the time on the post-apartheid
economy concerned relations between South Africa and its neighbours
both in the period leading up to the post-apartheid era as well as in the
immediate period thereafter. This project was designed to examine
likely relations in the region over the last decade of the twentieth
century. A conference, at which the papers were presented, was held in

Maputo in December 1989, and the authors were subsequently given
the opportunity to amend their papers.
Whilst this proved comparatively easy for the economists, the
political scientists were thrown into considerable turmoil as a result
of the rapidly changing events following the speech of President de
Klerk in February 1990. Their conference papers consequently had to
be substantially reworked. Professor F. van Zyl Slabbert was unable to
find the time to revise his paper, and a new one by Professor Robert
Schrire was commissioned. The papers by Schrire and Vale were finally
submitted in October, by du Pisani in November, and by Patel in
December 1990. Zulu's was completed in June 1990. The chapters by
the economists were received during the first half of the year. We are
grateful to all the authors for their cooperation throughout the project,
and to all conference participants for their useful contributions to the
debate.
The project was administered by a steering committee which
consisted of the two co-editors, Professor Slabbert, Professor John
Barratt, Professor Peter Vale and Mr Michael Spicer. We wish to
thank the members of the steering committee for their assistance in this
project.
The conference in Maputo could not have been held were it not for
the assistance of the Mozambican Minister of Cooperation, Hon.
Jacinto Veloso. Local arrangements in Maputo were handled by Mr
Carlo Esposti of Gerencia Industrial Limitada who gave generously of
his time and to whom we are greatly indebted. Mr Michael Spicer of
Anglo American Corporation assisted in transport arrangements for
delegates, notably in the form of an executive aircraft, for which we are
most grateful. Other individuals whose assistance in the conference
organisation was indispensable were Ms Sally Gallagher of Business
Development Africa, Johannesburg, and Professor Agostinho Zacarias
of the Institute of Foreign Relations, Maputo.
The project was made possible by a generous grant from the
Friedrich Ebert Stiftung, Bonn, with which the ER U has enjoyed

FES were always helpful and full of encouragement, and we thank

A note on terminology is necessary: in referring to race groups in
South Africa, the word 'black' is applied to Africans, coloureds and
Indians collectively.
