The Civilization of Caral-Supe is one of the oldest civilizations on
Planet Earth, and it came into being on a land of contrasting
geographic configuration, based on a specialized but
complementary economy of fishing and agriculture, and in a
complex sphere of interaction, which integrated populations of the
coastal, Andean highland, and Andean Jungle regions in the north
central area of Peru.
The social system of Caral-Supe was formed on the American
continent at almost the same time as the other pristine centers of
civilization of Mesopotamia, Egypt, India, and China were formed;
the people of Caral were at least 1,800 vears ahead of the
populations of Mesoamerica, one of the six centers of civilization
recognized in the world.
However, unlike other civilizations, such as Mesopotamia, Egypt
and India, which exchanged goods, knowledge and experiences
among each other, the Caral-Supe civilization achieved precocious
development in complete isolation from contemporary societies in
the Americas and in the world.
The Sacred City of Caral is at the beginning of the middle basin of
the Supe River, in the province of Barranca, department of Lima, at
km 184 of the Panamericana Norte [North Pan-American] highway,
in the north-central area of Peru. It is the urban settlement which is
the most outstanding, combining the following attributes: well
planned use of space, architectural complexity, and monumentality,
to a greater degree than the other settlements identified in this area
of Peru belonging to the Late Archaic period (3000 - 1800 B.C).
Each of the settlements had public buildings, the typical sunken
circular plaza, and several group of domestic units. Caral is not the
most extensive urban center, but it is the one that shows an
elaborate architectonical design, with ample spaces where the
people could gather, and a great investment of hand labor in its
construction. It is spread over 66 ha, and has a nuclear zone and a
peripheral area. In the nuclear zone, the buildings are distributed
over two halves: the upper hait, where we find the most outstanding
public and domestic constructions, in well-planned sectors and
streets, a sunken circular plaza, three spaces for public assemblies,
housing for the officiais, as weil as a large residential complex for
experts and civil servants; the lower hait has buildings of somewhat
sm aller dimensions, including the architectural complex of the
Amphitheater; and a residential complex, which is also smaller than
the one in the upper half.
The peripheral area has many housing units grouped like an
archipelago or "islands" of housing, stretching the length of the
alluvial terrace that borders the valley.
The public and residential constructions were not for one sole
purpose - religious, political, or domestic; rather, they had multiple
functions and also contained workshops; the residences of the top
hierarchy reproduced, on a smaller scale, certain parts of the public
buildings, with which they were associated.
The buildings show a similar architectural design and certain
recurring components, although differences were marked by the
location in the city, the astral direction, volume of the construction,
and the materials used. The public buildings have one central body
and two lateral wings, one at each side. They shared the following
elements: a central stairway, as an axle of the construction;
superimposed terraces, stepped; a ceremonial hall at the top,
presided over by a fireplace in the center; a back room with a
platform and two annexed rooms, one at each side; as weil as other
side rooms and a smail altar with a fireplace, fed by underground
ventilation ducts. This altar, with only one exception, is circular in
the buildings in the lower half of the city, and square in those of the
upper half. At the sides of each building, workshops were also set
up, as weil as areas for the consumption of food and drinks, and for
the celebration of more reserved rites and ceremonies. In the
residence-workshops, there are also smaller reception halls, work

yards, rooms, and small storage spaces. ,

The constructed space in the Sacred Gity of Garai reveals a long
history of changes over almost one thousand years: the first
buildings, their subsequent enlargement and formalization, and the
smaller investment in work and materials towards the end of the
occupation. Several centuries went by since Garai was inhabited

before a profound transformation of the city's construction took
place, based on a previously planned design, and executed by
officiais who had the necessary authority to organize the work and
make sure the orders were obeyed.
The symbolic significance of the public buildings should be noted:
although it is true that they were periodically renewed, at the same
time their builders took care to maintain the links between to old and
the new, between the past and the present. In these buildings, the
authorities, on behalf of the population, would address their
ancestors and the gods. Both - ancestors and the deities - were
shared by the members of the group through their authorities and i
the constructed space. This identification kept each individual

committed to the social tissue and at the same time gave him
emotional security.
Technological advances achieved in agriculture and fishing in the
inter-Andean valleys and on the coast, the organization of the
inhabitants, and the trading of goods, ail influenced the development
of the productive forces of the different human groups living in the
north-central area, and in particular those of the Supe River basin.
ln the Supe society, the production of plants for food and
manufacturing purposes, including cotton, which was used to make

textiles and, importantly, fishing nets; and, on the other hand, the
mass extraction of fish, in particular the Peruvian anchovy, and
mollusks, led to local labor specialization, and the emergence of a
complementary economy. The farming settlements and fishing
villages traded their goods permanently. It was thus possible for
this society to accumulate production surpluses, have labor
specialization, long-distance and short-distance trading, social

division of labor, and the appearance of political authorities.

Surpluses from the social production, both in agriculture and fishing,
were distributed unequally to benefit the representatives of lineages
and of the specialists in charge of the activities required to
guarantee the reproduction of the system. In this way, communities

of farmers and fishermen ("pachacas') were formed in the north
central area, led by their political authorities and "principals". These
people had their respective public buildings constructed for
administrative and ceremonial purposes; they had residential
complexes built; and they defined their territory of economic
production.
The accumulation of the production surpluses mostly benefited the
, populations settled in the middle valley of the Supe River, who were
the most strategically placed for trading. The added values in the
manufacture of cotton fiber and the processing of anchovy and
sardine for trading purposes enriched the "principals" and the
political authorities in charge of local and inter-ethnic trading, and
added to their prestige. One of the political authorities was the hunu
or lord of the lords of the settlements in the valley and on the coast.
This model of social and political organization was to continue for ,
centuries in pre-Hispanic Peru.

The pristine State of Supe managed to mobilize huge amounts ofl
labor force. By establishing complex social networks, it managed to
attract for its own benefit the surplus produce of an extensive
territory which included, in addition to the coastal valleys of
Chancay, Huaura, Supe, Pativilca, and Fortaleza, Andean highland
areas such as the inter-Andean valleys of Callej6n de Huaylas, the
Conchucos area, and even Andean jungle areas (for example, the
Huallaga and MaraMn River areas). An extensive sphere of
interaction was established in the area, in which goods and
knowledge circulated, and a transverse integration thus took place,
linking the settlements of people from the Pacifie coast as far as the
Amazon basin in this part of Peru.
Although fishing with nets and agriculture on fields irrigated by
canals created surplus production and gave access to a series of
different goods and experiences which were the basis for scientific
and technological development, there were no similar benefits in the
social area. Hierarchies were formed, and there was an unequal
distribution of the social production.
The social differences are seen in many aspects: the residential
architecture, differentiated in the various sectors of the city in terms
of location, size, and construction materials; the clothing and
personal adornments such as necklaces and large ear ornaments
for the male authorities, or mantillas for the women. The distinction
is also found in the human burials, where some individuais were
found to have chronic anemia or physical evidence of forced labor;
and burials of children, who were treated differently in keeping with
their status, conferred on them by the social position of their
families.
These socioeconomic conditions sustained the work of experts;
different sciences, technologies, and arts were developed
Knowledge of astronomy, mathematics, biology, medicine, etc. was
applied in forecasting the climate, preparing calendars, the
construction of monumental architectural works, management of
soils by digging irrigation canals and drainage ditches, the
preparation of land for cultivation, the genetic improvement of
plants, treatment of diseases, public administration, and the
manufacture of objects for ceremonial, commercial, and luxury
purposes, among others. The production of knowledge by experts
gave power to them, too, and led to better living conditions for the
populations of the north-central area at the dawn of civilization.
An elaborate system of beliefs, ceremonies, and rituals impregnated
the societies of the valleys located between the Santa and Chill6n
rivers in the coastal region and the adjacent highland and jungle
regions, associated with each other by the first political State of
Supe or attracted by its prestige. Complex mythological and
symbolical universes grew up, and these societies shared contents
and symbols, identified as the "Kotosh tradition."
ln the absence of a military organization and armed forces, the
cohesion of the human group was achieved through religion. Social
control was exercised through religion. The daily lives of the people
took place amidst work for the production of their sustenance and
for the service of their gods, authorities, and experts; and they
participated in the construction, burial, and remodeling of the public
buildings.

The first contribution to present-day society of the archaeological
intervention in the Sacred City of Caral is in the knowledge of our
history. This is a civilization of a similar age as those of the Old
World, so not only does it present evidence that calls into question
previous ideas about the formation of civilization, the State, and
urban life, but also knowledge of Caral-Supe allows us, by
comparison with other civilizations, to evaluate the human condition
itself on Planet Earth.
ln the specific case of Peru, it provides information on the great
chronological depth of the process of civilization. It is the mother
culture that lays the foundations of sociopolitical organization; it is
found as a substratum in the other societies of the Central Andes,
underlying diverse lifestyles and cultures. Knowledge of Caral-Supe
will foster national Integration and help us learn of the responses
given by the societies that managed that territory; and, as in other .
parts of the world, that knowledge serves to evaluate those
experiences in order to recover the positive ones and learn fram
mistakes.
The Sacred City of Caral bears witness to the outstanding creative
ability of the inhabitants of the varied north-central Andean territory
who, with their effort and organization, managed to enter the state of
civilization autonomously.
From a cultural point of view, in Peru the Sacred City of Caral is
called to become one of the most important instruments for
strengthening our cultural identity and social cohesion; it will
become a prominent identitary symbol that will boost national self
esteem.
The relevance of Caral-Supe is based not only on its being the
oldest civilization in the Americas, whose prestige lasted from 3000
to 1800 B.C., but also on the fact that it was the mother culture
which established a model of socio-political organization that was to
extend to other societies in the territory of present-day Peru and last
throughout the following periods of history. From the time of Caral
we have the social and political system based on the ayllu and the
pachaca; we have the symbolic architectural elements such as the
atrium, double-jamb doorways, niches; the agricultural terraces; the
calendar; the geoglyphs, and application of astronomy to determine
climate changes; the recording of information on quipus, etc.
Beyond the differences in the lifestyles, cultures, and languages,
pre-Hispanic Peru had a cultural process with a shared underlying
foundation.
As for the economic aspect, the value enhancement of the Sacred
City of Caral, involving research, consolidation and restoration of its
impressive public and residential constructions, will turn Caral into a
top archaeological tourism destination, both nationally and
internationally, and an important source of income to imprave the
living conditions of the local people, of the region, and of the country
in general.

2.a Description of Property
The Sacred City of Caral
The construction of the Sacred City of Caral by the Supe society began five thousand
years ago, during the period known as the Late Archaic Period of the Central Andes

(3000 - 1800 years B.C.) and the city was occupied for approximately a thousand
years.
At that time the society of Supe, which had already attained a State level, built twenty
urban settlements in the first 40 km of the Supe Valley. They can be seen today, in
different degrees of conservation. The Sacred City of Caral stands out among them
because of its design, monumentality and architectural complexity, in addition to its
excellent state of preservation.
The Sacred City of Caral has a core area with 32 public architectural structures, two
residential groups, two public plazas, three sunken circular plazas, streets, craftsmen’s
workshops, housing units for government officials, and an outlying area with several
sub-groups of houses for the workers, located on the edge of the city, belonging to the
farming population. In the central area, the buildings are distributed in two halves: one
high-lying area or “upper half”, where we find the most outstanding pyramidal volumes,
surrounded by officials’ houses and a large residential group with interior divisions; also
an extensive open space like a plaza, two smaller plazas, and two sunken circular
plazas; and one lower-lying part or “lower half” with smaller structures and a smaller
residential group, but with an impressive sunken circular plaza set out like an
amphitheater.
The Upper Half of the City
In this part of the city there are six large pyramidal structures, an extensive residential
complex, several groups of residences located in proximity to one or other of the
pyramids, and five plazas. All the structures are distributed around a large open space
or large plaza. The public buildings were constructed with blocks of stone, plastered
with clay and painted white, yellow and red, depending on the period of occupation of
the city.
The Greater Pyramid
This is the largest architectural complex in the city in terms of extension and volume. It
dominates the large central space of the City of Caral. The top platform affords a
panoramic view of the city and the valley. Thanks to its strategic location and its
complexity, it has been interpreted as being the most important public building, and the
seat of political power.
This building, in the form of a pyramid, shows evidence of successive periods of
occupation. The construction of the late rooms implied the burial of the earlier ones.
It is a construction with a stepped profile, measuring 149,69m from north to south,
170,80m from west to east, and it has a height of 19,27m to the south and 29,88m to
the north. The building is associated with a circular plaza. A stairway on the south side
leads to the platform of the sunken circular plaza, which has two other stairways, on a
north-south axis, each presided over by two large standing stones and one of unknown
position. This plaza is connected to the pyramidal building by a trapezoidal platform.
The inner wall of the plaza, built with stone blocks, shows structural decoration in the
form of a cornice. It is estimated that the internal walls were 3 m. high, while the
external walls were 1 to 1,6 m. high. The two walls form a circular platform, which is 7
m wide. The external diameter of the plaza is 36,5 m and the internal diameter of the
sunken part is 21,5 m.
