at the Water Resources Research Institute from 1986 until his untimely death
in February zoto. During his tenure, he received over 6o grants and was
the principal investigator of numerous projects involving water resources
management and planning in New Mexico. He was also extremely generous
in applying his expertise to the resolution of thorny water related issues over
the years, and in this sense he was also highly respected as an indispensable
mediator. In other words, he epitomized the approach needed time and time
again to arrive at settlements and agreements in the various water wars that are
the subject of this book. Dr. Creel was to have co-authored our final chapter on
the subject of future water wars.
