Dear Sir:
This House Independent Bipartisan Citizens Commission, convened in accordance with Missouri
Constitution, Article Ill, Section 3, has developed a final plan of apportionment dividing the State of
Missouri into 163 house districts and establishing the numbers and boundaries of said districts.
Reapportionment was accomplished using 2020 census information reported by the U.S. Bureau of the
Census in accordance with P.L. 94-171. In the event of any discrepancy between the census population
descriptions and maps in the attached house apportionment plan, the census population descriptions
shall govern.
Pursuant to the Missouri Constitution, Article Ill, Section 3, the commission hereby files a final plan of
apportionment for the 163 house districts within Missouri, as approved by the Commissioners.

Fifteen days after the final appointments to the commissions are made, excluding Sundays and state
holidays, the commissions will have their first meeting at the State Capitol. The date of the first commission
meetings is scheduled for Tuesday, August 10, 2021.
Once the final appointments are official, commissions will have five months to submit a plan to the
Secretary of State’s office, Elections Division, and six months to file a final statement, which must be
approved by seven-tenths of the commissioners.
