Chapter 1:  INTRODUCTION 

A vision for Clearwater Park: 
With the implementation of this master plan, Clearwater Park will fulfill its potential as a 
special use park along the Middle Fork Willamette River for the entire community to enjoy.  Its 
river access, natural features, variety of recreation opportunities and close proximity to the 
city, coalesce to create a unique and wonderful destination in south Springfield. Numerous, 
diverse features will bring people of all ages and abilities to the park.  It will be both a place for 
recreating with family and friends and one for solitude and connecting with nature. The 
combination of diverse habitat types, the Willamette River and Springfield Mill Race presents 
an opportunity to enhance natural areas, water quality and wildlife habitat while concurrently 
providing outdoor education and recreation amenities for the people of Springfield.    

PURPOSE AND OBJECTIVES 

The Clearwater Park Master Plan identifies and documents the long‐term, desired development 
of Clearwater Park along the Middle Fork of the Willamette River, in Springfield.  The purpose of 
the master plan is to: 

1.  Provide guidance for future decision‐making regarding capital expenditures for site 
improvements; 
2.  Provide the advance planning and information that is typically required for the 
preparation of grant applications;  
3.   Serve as a guide for potential recreation programming; and  
4.  Provide direction for future decision‐making regarding site management issues. 
Project objectives include: 
1.  Identifying issues, policy framework, existing conditions, opportunities and constraints; 
2.  Involving interested parties, neighbors, and District staff in the planning process; and 
3.  Developing recommendations and a park program for Clearwater Park as a special‐use 
park. (Special‐use parks have unique features and/or uses that distinguish them from 
other the park classifications, which include community parks, neighborhood parks, 
linear parks, sports parks and natural area parks.) 

The Clearwater Park Master Plan elaborates on previous efforts, such as planning conducted as 
part of the Springfield Mill Race Ecosystem Restoration and the Middle Fork Willamette River 
Path (Middle Fork Path) projects, incorporating insights and input received from District staff, 
various interest groups and agencies and the general public.  It reflects a collective vision of 
Clearwater Park as a vibrant and dynamic place where the community can enjoy a wide range 
of recreational opportunities. 

PLANNING PROCESS 

A staff Project Team was established to help develop the master plan.  The main elements of

the project included: 

Needs Identification and Assessment: Staff collected background information to determine 
relevant issues, opportunities and constraints on the site.  This included research on park 
acquisition and development history; review of past planning efforts; identification of land 
use and regulatory issues; assessment of natural and built features; and assessment of park 
usage and trends, among other things.  Products included development of the existing 
conditions map, the wetlands and floodplain map and site inventory and analysis chapter. 

Public Input:  In order to develop a master plan reflecting community needs, desires and 
expectations, staff developed a public involvement process that solicited information from a 
wide range of people, including staff, neighbors, special interest groups, the Willamalane 
Board of Directors, other local agencies, and the general public.  Over 750 invitations were 
mailed out for each of the public meetings, held in June and November 2011, and 58 
responses were received. Input was also solicited through advertisements in The Register‐
Guard, emails to interested parties lists, and updates on the Willamalane website, Twitter and 
Facebook Over 200 people participated in on‐line surveys that were used to collect input from 
those unable to attend the meetings, or interested in providing additional input. A meeting 
was also held in June 2011 for agency partners. Third round of public comment was solicited 
through the website and previous participants were asked to provide feedback.  

Plan Development:  Information gathered from the first round of public input (in June 2011) 
was used to develop a preliminary plan diagram.  The second round of input (in November 
2011) was used to review this document and refine recommendations. Then, cost estimates, 
phasing schedules and recommendations were developed. The draft plan was compiled and 
fine‐tuned in 2012 and 2013. 

RELATIONSHIP TO OTHER PLANS AND STUDIES 

This is the first master plan developed for Clearwater Park.  The 2010 Clearwater Park 
Management Plan superseded the 1989 Management Plan and identified creating a master plan 
for the site as a top priority. Recent planning efforts were mostly focused on specific projects 
within the park, such as the Springfield Mill Race Ecosystem Restoration, the Middle Fork Path 
and the Boating Facility Improvements Project. 

The 2012 Park and Recreation Comprehensive Plan directs the master planning process 
through broad District goal and policy statements, and targets Clearwater Park with Action 5.4, 
“Clearwater Park Master Plan Implementation: Implement the Clearwater Park Master Plan.”

PLAN ADOPTION AND IMPLEMENTATION 

As the Clearwater Park Master Plan is conceptual in nature and neither a refinement to the 
Metropolitan Area General Plan nor a formal application for development review, it is not 
scheduled to be adopted by any other body.

Future development of features described in the master plan will be contingent on the 
availability of resources, including but not limited to funding, staffing for planning, permitting, 
contract development and management, and volunteers. In some cases, future development 
may be contingent upon public or private development outside of the park, such as public street 
improvements as described in the plan goals. Additionally, before development can proceed, 
permits from the appropriate jurisdiction may be required, typically either from Lane County or 
city of Springfield.  

Other master plan features may require only implementation through Willamalane’s ongoing 
operations as stewards of Clearwater Park, providing preservation and enhancement of the site 
for its various functions and uses. 

Any significant variance from this plan will be sent to the Willamalane Board of Directors for 
notification and approved by the Superintendent as a plan amendment.

Chapter 2:  SITE INVENTORY AND ANALYSIS 

LOCATION AND CONTEXT 

Clearwater Park is located at the south end of Clearwater Lane in Springfield along the Middle 
Fork Willamette River. Clearwater Lane is a dead end county road classified as urban local and 
serves several residences and Clearwater Park at the terminus.  The definition of an urban local 
road is a road that is within the urban growth boundary (UGB) at least partially and is intended 
solely for the purpose of providing access to adjacent properties. The park is outside of the 
Springfield city limits and the UGB.  Besides the Middle Fork Willamette River, properties zoned 
farmland (zoned E25) border the park on the east and west. Several rural residences (zoned 
RR5) and farmland (zoned E25) are located to the north, across Clearwater Lane.

future pump for the Springfield Mill Race, if it is becomes necessary.

that anyone who had existing water rights, if any, would still have their 
water rights. 

2.  Book 406, Page 47 (Nov. 29, 1949) Easement to the United States of America 
for the maintenance, repair, and patrol of the banks of the Middle Fork of the 
Willamette River.  (J.A. Clearwater and Marion and C.A. Keever to USA) 

3.  Book 415, Page 67 (May 15, 1950) A 225‐foot wide transmission line 
easement to the United States of America.  (C.C. and Elma Clearwater to 
the USA)  This easement does not cross the current Clearwater Park 
property. 

4.  Book 418, Page 340 (July 6, 1950) Easement to the United States of America 
for the maintenance, repair, and patrol of the banks of the Middle Fork of

east of the new boat ramp. 

11. Reception #91‐19191 (April 26, 1991) A 30‐foot wide easement to provide 
access from Clearwater Lane to properties to the east. (Willamalane Park

12. Reception #2009‐042568 (July 23, 2009) A 200‐foot easement to construct, 
operate, maintain, repair, alter, rehabilitate, remove, replace and monitor 
features of the Springfield Millrace Aquatic Ecosystem Restoration Project. 
This applies to tax lots 18‐02‐08‐00‐00300 and 00400. (Willamalane Park and

13. Reception #2009‐042569 (July 23, 2009) An easement for access to the Mill

of constructing, reconstructing, maintaining and using drainage facilities.

Boundary Issues:  Roberts Surveying, Inc. surveyed and mapped the park boundary and above 
easements for the District in April 2011. The surveyors found that the western 
property line of tax lot 500, adjacent to the Ramsey Trust property (taxlot map 
18‐02‐05‐00‐01800), was approximately 39 feet west of the existing fence. 
City surveyors also confirmed this.

Intergovernmental  
and Other 
Agreements: From Middle Fork Path Intergovernmental Agreement (IGA) with Springfield 
Utility Board (SUB):  
“DISTRICT will provide access control gates at the Clearwater Park entry and 
at the Dorris Ranch entry for public use of the Middle Fork Path. Gates will be 
closed during the hours when the parks are closed.”    
“(J) The parties agree … limited maintenance vehicle access by the City, SUB 
and District will be allowed along the Middle Fork Path as specified herein.  
Emergency vehicle access is allowed.  The load limit for all other vehicles on 
the MIDDLE FORK PATH and associated bridges is an H‐10 truck (AASHTO), 
equivalent to a vehicle load of 10 tons or less. Vehicles with a larger load will 
need pre‐approval by DISTRICT.”   
Lot combining covenant for Middle Fork Path, lots 300 and 400 (County Records 
No: 2010‐029923, dated 06/23/2010): 
“Be it hereafter known and agreed that the parcel of land described above 
which includes two (2) lots, must hereafter be sold together without separation 
of the lots or portions thereof as a single unit of land so long as the pump 
station for the restroom at the Middle Fork Path parking lot in Clearwater Park 
is located within ten (10) feet of any tax lot boundary.”

Be it hereafter known and agreed that the parcel of land described above 
which includes two (2) lots, must hereafter be sold together without
