Outline of Meeting Protocol & Procedure:
The Chairperson will call the Meeting to order and ask the Panel/Staff to present apologies or
late correspondence.
The Chairperson will commence the Order of Business as shown in the Index to the Agenda.
At the beginning of each item the Chairperson will ask whether a member(s) of the public
wish to address the Panel.
If person(s) wish to address the Panel, they are allowed three (3) minutes in which to do so.
Please direct comments to the issues at hand.
If there are persons representing both sides of a matter (eg applicant/objector), the objector
speaks first.
At the conclusion of the allotted three (3) minutes, the speaker resumes his/her seat and takes
no further part in the debate unless specifically called to do so by the Chairperson.
If there is more than one (1) person wishing to address the Panel from the same side of the
debate, the Chairperson will request that where possible a spokesperson be nominated to
represent the parties.
The Chairperson has the discretion whether to continue to accept speakers from the floor.
After considering any submissions the Panel will debate the matter (if necessary), and arrive
at a resolution.
Note: Matters where there is a substantive change to the recommendation of the Council Officer are
referred to the next appropriate meeting of the Application Assessment Panel.
Note: Matters can be “called” from this Panel Meeting to the Development Control Committee
(DCC) by Councillors subject to the following requirements:
- Calling requires one Councillor
- A Councillor may call a matter by written or oral request by 3.00pm on the business day
preceding the meeting at which the item is listed
- A Councillor who is in attendance at the Application Assessment Panel meeting may call a
matter at any time prior to the completion of the meeting by orally advising the Panel
Chairperson.

2. Delegated determination
This matter is referred to Council's Application Assessment Panel on the basis that more than 3
objections were received in relation to the original subject S.96 application.
3. Approved development
The demolition of existing 4 x 2 bedroom unit residential flat building and an existing triple garage,
the construction of a residential flat building consisting of 4 x 4 bedroom dwellings and strata
subdivision under existing use rights. Each of the 4 approved dwellings are vertically attached at
ground, first, attic and part basement levels and consist of:
2 car parking spaces (a total of 8) within a predominantly excavated basement level (accessed
from a common aisle and driveway off Girilang Avenue);
2 complete storeys above the basement level; and
An attic level within the pitched, metal roof form.
4. Previously approved modifications
S.96 application DA 560/2014/2 for the following modifications, were approved under delegated
authority on 6 August 2015:
Fenestration changes to the eastern, western and southern elevations;
The addition of air-conditioning units with sloping aluminium louvre screens to the eastern
elevation at attic level;
The addition of a 300mm carpark exhaust termination to the top of the northern lift shaft; and
The addition of a 1m high rendered mailbox/address pillar to the western elevation to each unit.
5. Proposed modifications
The subject S.96 application was amended on 18 February, 2016 from 10 units (8 x 2 bedroom units
& 2 x 3 bedroom units) and 10 car parking spaces to 6 x 3 bedroom units and 12 car parking spaces.
The additional 2 car spaces have been facilitated via the deletion of a lift shaft, bike parking and
storage areas. The central eastern section of the basement level has been extended by approximately
20m2 (46m3 of additional excavation) to facilitate a relocated bin storage area and the addition of a
plant room.
The subject S.96 application, as amended, involves the following modifications of the development
consent:
A change from 4 x 4 bedroom units and 8 car parking spaces to 6 x 3 bedroom units and 12 (11
AS2890.1-2004 compliant) car parking spaces. Four x 2 storey attached dwellings occupy the
ground and first floor levels with 2 units at attic level;
Extensive internal modifications;
The main central eastern section of the basement level has been extended by approximately
20m2 (46m3 of additional excavation) to facilitate a relocated bin storage area and the addition
of a plant room;
Fenestration modifications;
Balconies have been deleted from the eastern (rear elevation) at attic level and extended to the
western (Captain Pipers Road) elevation at first floor and attic levels;
